Strategy as the Main Legal and Political Tool for Development Management in Local Government Units

Summary/Abstract: An effective development policy is one of the greatest challenges facing public administration entities. Planning and implementation of solutions strengthening the social, economic and environmental potential of the country will translate into its international position and the quality of life of millions of citizens in the future. Among the entities responsible for running it, apart from the government administration, there are also territorial self-government units. All of them undertake pro-development activities, implementing statutory tasks and competences, including by adopting long-term local or regional development strategies. The article is an overview of the current legal status regarding the conduct of development policy at the local government level, taking into account the political context of the decision making process. The author analyzes the provisions constitutional self-government laws and characterizes the planning function of local government units based on them. The considerations serve to characterize the strategy as the main tool of local and regional development policy. The content of the article is supplemented with literature studies.
