Direct elections of voit, mayor and city president, as a potential source of conflict on the local political scene

Summary/Abstract: The article concerns the state of democratic local government from the perspective of over twenty years after introducing the local government act. The text aims to present multiple perspectives on the legal position of monocratic municipal executive body and its consequences, especially after the changes in electoral law introduced in 2002. The author raises also the issues of relations between executive body (voit, mayor, city president) and legislative body (city council), presenting their highly conflictual characteristics.
