In brief, propaganda was seen as a very effective means if combined with military resources. Apart from the means of propaganda used in the First World War, mass media, such as the press and radio, were widely used. Certain features of propaganda, which allowed its use in psychological warfare, developed in this period. The Second World War was a turning point in the development of propaganda, because it became evident that apart from having certain qualities, it could also be used to achieve certain goals, which cannot be described as positive or legitimate.
