Summary/Abstract: Economic reforms in the Russian Federation, which started the 1990s, pri- marily influenced the development of foreign trade. Numerous reasons have caused this change, and are connected with political and economic changes in the Russian Federation, the changes in the region and the system of international economic rela- tions, as well as creating a new global world order. The main characteristics of foreign trade reforms in the Russian Federation is the process of opening the economy to the world, the establishment of international eco- nomic relations and the strengthening of the production program of the national econ- omy. Liberalization of the economy of the Russian Federation represented the beginning of market reforms and one of the priorities of the transition process, with the aim of in- tegration into the world economy and international division of labor. Reorientation of the economy and liberalization of foreign economic activity of the Russian Federation enabled easier access to economic and financial structures of the West, but at the same time increasing the large external indebtedness of the Russian Federation Volume of Japanese investment in the economy of the Russian Federation is in- sufficient, and the total value of joint projects with the exception of the Sakhalin project is estimated at 12-14 billion dollars.
