Mental Realities of Human Resources Management in Public Sector Organisations in Lithuania

Summary/Abstract: Society requires public sector services of better quality which can be ensured by evaluating objective and subjective difficulties influencing the process of human resources management. There are plenty of foreign and Lithuanian authors’ “recipes” how to develop human resources in public sector, but it is essential to evaluate specific cultural environment and the value system as well as mental inertia. The country is still getting rid of soviet mentality and this process, usually called going west, in some spheres of society is developing faster than in others. Lithuanian public sector including a considerable part of society and having tremendous influence is still slack in the requirements of time and public changes because of both objective and subjective circumstances. Circumstances of competitive market economy topical for business organisations are being replaced by directives, provisions, professional functions and instructions. Human resources very often are developed extensively due to conditionally unlimited financial resources. Because of specific circumstances, prevailing attitudes and traditions an exclusive attention should be paid to human resources management in public sector organisations pre-eminently initiating changes in specific organisational culture and values, intensively developing human resources and increasing requirements for management competences. Therefore, this paper seeks to discuss subjective and objective obstacles that should be overcome while improving the quality of public sector services and planning successful development of human resources. Research subject: human resources management in public sector organisations. Research aim: to analyse mental problems that arise in management of human resources in public sector organisations in Lithuania. Research objectives: 1. To differentiate the conceptions of human resources and personnel management. 2. To discuss specific problems in human resources development in public sector organisations. Research methods: logical analysis and synthesis of scientific literature, induction, the author’s insights.
