Summary/Abstract: In the content of the first issue of William Feather Magazine that appeared in 1916, William A. Feather, who founded this editorial states that education means to know where to go and find what you need to know; and it also means to know how to make use of the information you have found. One must take into consideration also the words of the Russian leader Stalin, who stated that ... education is a tool whose effects depend on whom it supports it and whom it aims to. The culture of the police activities implies a set of values and special competencies they acquire in their activity. This has specific characteristics in each country, mainly because it is influenced by the social culture, but it has to be synchronized with the European environment as the role of the national training units is essential.
