Summary/Abstract: Polish legislator, aiming to improve the effectiveness and efficiency of public administration offices and its employees’, raised assessment of above mentioned to the legal standard. The instrument characteristic to the management, including Human Resource Management (HRM) now is set among other rules-standards for administrative proceedings. Thus led Authors to doubts as for the intention and need to introduce such an instrumentas a rule to a legal act. Act which in principle has nothing to do with management or HRM;an act that regulates administrative proceedings (in which only a part of the administration staff takes part, and which covers only a part of the activities of its bodies).
