Summary/Abstract: The study looks at the causes and consequences of the introduction of the Hungarian chancellery system. Research by budget supervisors concludes that the introduction of a chancellor system is a natural process. Its harsh and rapid introduction is probably due to the fact that the leaders of Hungarian higher education considered the management model used earlier to be irreparable and fatal. The model used makes the rectorial powers dependent on the Chancellor and largely formalized. The transformation will change the organizational characteristics of public higher education institutions and reduce the weight of self-government. Without performance measurements, however, it is impossible to determine whether the direction, extent of change means better or worse institutions.
