Summary/Abstract: As a requirement of the neoliberal economic order, state institutions have made the competition a basis for attracting market actors and using public resources to increase their interest. In this sense, e-government systems and applications are structured to provide the fastest service to investors and accountability to all public incentive institutions for effectiveness and efficiency of their operations. Here a survey of national and international literature based on various data of incentives in Ankara is being conveyed to understand in which circumstances and which support mechanisms should be used by government authorities without any harm to market competition. To make root cause analysis based on the problem definitions in the report of the State Auditing Board such as that discoordination in the management of incentives and supports, misalignment with plans and policies and lack of monitoring and control mechanism. It is tried to make some derivations and solutions stemming from relationship of incentives with investment ecosystem. With a solution finding methodology some recommendations are developed for decision makers in Ankara, in order for a better ecosystem as a result of the best plans, policies and implementation of incentives and financial supports more efficiently and effectively without destructive effects over market competition and tax revenue.
