Summary/Abstract: The topicality of the subject matter of the study is conditioned by the fact that in Russia, as well as across the globe, the importance of public health protection is on the rise. The privileged supply of medicines is aimed at realisation of the citizens’ constitutional right to health care and medical attendance. The purpose of this article is to determine the contemporary state of legal regulation of medicinal aid in view of the right to social security. The study contains an analysis of the Russian laws and other regulatory acts laying down guarantees to the citizens in the field of medicinal supply, as well as an analysis of the law enforcement practice that refl ects the actual state of the rights of citizens, including those of a particular status. Conclusions are drawn according to which the legal framework created thus far isnot a unified system but rather a disunited aggregate of legal norms. Attention is drawn to the insuffi cient explicitness of the volume and content of State guarantees and their financial backing, especially at the level of regions. The improvement of the legal framework should be intended to create a balanced system for the procurement of medicinal products, this system guaranteeing the realisation of the rights to high-quality medical attendance and social protection.
