Summary/Abstract: A society claiming to be genuinely democratic is hardly conceivable in the absence of the defence and respect of human rights and the fundamental freedoms, of the human beings’ security in all respects. Assertion of the right to good governance reflected in the public order activity is essential to its beneficiaries – the citizens, – but it is equally important to the general system of public authorities. The fundamental human rights and the way they are guaranteed by the State’s legally authorized institutions, particularly the public administration institutions, can only be analyzed in their close interdependence relationship. Human security and the national security are coexistent and they influence each other. Human security is understood as an active and substantial notion of democracy, providing people with the opportunity to participate in the decision making process for the decisions affecting their lives. The task to enforce the law, so that the fundamental freedoms might be guaranteed and the individual/personal security requirements might be fulfilled, lies with the State’s executive authorities, that is, those making up the informal system broadly called the ‘defence, public order and national defence’ system.
