Summary/Abstract: Drug trafficking, associated with organized crime and violence, is a serious threat against the right to life and health, against security and order. Romania acceded, under Law No. 118 of 1992, to the UN Convention on Psychotropic Substances and the UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988. The provisions of these conventions have been included in Law No. 143/2000. The author presents the main legal and institutional measures adopted in Romania to fight drug trafficking as well as the national anti-drug strategy for the period 2005-2012 and the associated Plan of action; she also presents the European cooperation in the field. A framework agreement has been adopted recently, one that is consonant with the provisions of the acquis, which allows the Ministry of Interior to initiate and rapidly run negotiations with any State and at whatever level to fight organized crime, the illicit trafficking of drugs, psychotropic substances and precursors thereof, terrorism and other serious crimes.
