Summary/Abstract: European Parliament is the only communitarian institution elected by the European citizens. The legitimate character conferred by the citizens' universal and direct suffrage has gradually led to a significant consolidation of its role and importance within the communitarian institutional system. Initially thought as a purely consultative body, with no decisional or control powers, European Parliament, which got its name in 1962, is nowadays the holder of a real legislative, budgetary, controlling and supervising power, as well as the power to politically express the European public opinion. The Act of 20 September 1976, passed by the Council, regarding election of the members of European Parliament by universal and direct suffrage was included in art. 190 (former art. 138-1) of the European Community Treaty. It is European Parliament's mission to elaborate proposals for a uniform electoral procedure for the election of its members based on this kind of suffrage. Until the latter comes in force, regulation of the election lies with national parliaments; for this reason, the practice is quite diversified. The author presents the European regulations and the practice in effect as well as a few proposals for lege ferenda in the field.
