Summary/Abstract: Minorities' issues, as a perennial central topic of international life, is dealt with in this work in the context of the establishment, the strengthening and the promotion of the universal system of human rights protection under the aegis of the United Nations. The provisions under the UN Charter, the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights, equally relevant to minorities, which should be added the norms under the “sector” conventions of the UN, ILO and UNESCO, are fundamental when trying to demonstrate that the international protection of minorities has continued throughout the period following the end of the Second World War in 1945 down to the end of the Cold War in 1989. The work also presents details about the diplomatic negotiations within the framework of the UN forums, the work of the experts of the UN Sub-Commission on the prevention of discrimination and protection of minorities, as well as the efforts taken by the international officials in the field to safeguard the internationally acknowledged human rights in the case of persons belonging to minorities. At the same time, the presentation of the development of the international machinery in the field of human rights and the status attained in this respect at the end of the period when the international law of human rights, of universal aspiration, has been created, in 1989, makes its contribution to the comprehensive picture of the live system of international law "in action" for the universal promotion of human rights, which had and still has at present a remarkable role with the democratic resolution of many situations in the world.
