Summary/Abstract: The European Union, although undergoing a process of reconsidering and redefining the powers and the competencies of its main bodies, appears as a structured institutional system, where one may find the ideas and the concepts that generated it. In the elaboration of the communitarian normative acts, which is achieved in a unique legislative framework, the Union shall respect both the legislative technique norms and the requirement that it should be edited in the official language of every Member State, an undertaking hardly easy to accomplish given the different significance and usage of terminology with the domestic laws. A fundamental role with the legislative process lies with the protection of the fundamental human rights, which is one of the basic principles of the Union's legal order. Adoption in the 2000 of the Charter of Fundamental Rights of the European Union was a step forward, the document becoming a reference one with all Parliament's acts. As shown in its Preamble, the Charter is meant to strengthen the rights resulting from the common communitarian traditions, from the assumed international commitments, from the Treaty of the European Union, from the communitarian treaties, the treaties of the Council of Europe as well as the jurisprudence of the European Court of Justice and the European Court of Human Rights.
