Regional cooperation at the Black Sea - a not fully exploited potential

Summary/Abstract: Until 2007, the European Union did not have a border at the Black Sea. The accession of Bulgaria and Romania generated a reflection process regarding the necessity of boosting regional cooperation, an aspect that has been taken into account by the Black Sea Synergy, a European Commission document. After 2007 the initiatives related to the Black Sea have stagnated, with the exception of Black Sea NGOs Forum and BSEC. 2016 witnessed the emergence of initiatives with a possible impact for the region (common naval Romania - Bulgaria - Turkey initiative) or having an impact that is hard to estimate (the Three Seas Initiative). The potential of Black Sea regional cooperation has to be better exploited by commercial exchanges, environment protection, the development of the energy infrastructure, solving the frozen conflicts and studying the ethnical and religious aspects of the region.
