Summary/Abstract: This paper investigates the response of local government and civil society to the refugee crisis in the city-state of Bremen. Liberal asylum policy, the migrant-friendly multicultural agenda is particularly shaped by the strong leftist, social-democratic tradition in this city state. The focus on The Free Hanseatic City of Bremen refl ects the wide range of roles that it is playing as a large immigration community and a preferred destination for asylum-seekers, as well as Germany’s former colonial hub. The article finds that the special role played by local city government in emergency response and long-term integration requires new policy reforms and institutional practices. Despite the enormity of the crisis and the scale of expenditures, Bremen has shown the ability to learn from mistakes and to innovate.
