Summary/Abstract: After the global outbreak of the novel coronavirus, COVID-19, and the subsequent declaration of a global pandemic by the World Health Organization, states and administrative units at the below-state level, have reacted differently to this public health threat. Various forms of restriction have been introduced on a global scale to protect public health, along with economic measures and other measures aimed at pandemic prevention. Depending on their internal organization and the rate at which the pandemic was spreading, government measures have been subject to change or repeal, a practice that is continuing to the present.
