Summary/Abstract: Democracy and European Integration. The European Union (EU) is qualitatively a new type of international organization with a relatively complex structure with interlinked elements of supranational and intergovernmental cooperation and structures. A specific type of democratic legitimation with the adequate institutional apparatus is being developed upon their base. It is a dual legitimation, determined by the democratic national state on the one side, on the other side by gradually forming and strengthening elements of supranational democratic system, which the most important component is the European Parliament. This dual system will probably become a substantial characteristic of the development of democracy in the EU for a considerable long period.
