Organizing elections during the state of emergency or state of alert

Summary/Abstract: In the context of holding local and parliamentary elections during 2020, the article examines the constraints of conducting different types of elections under exceptional situations, such as the spread of the SARS-CoV-2 coronavirus and the declaration of the "Pandemic" by the World Health Organization. The purpose of this article is to identify the best options for national authorities to hold elections under good conditions.
