Summary/Abstract: The study presents the conventional standards on the right to free elections, as they are developed under art. 3 of Protocol no. 1 to the Convention for the Protection of Human Rights. The organization of free elections by secret ballot, held at reasonable intervals, is a minimum standard for a state governed by the rule of law and democracy. However, the jurisprudential development of the European Court of Human Rights is still at an early stage, the meaning of the phrase "legislative body" being still interpreted stricto sensu.
