Summary/Abstract: In recent years, terrorist attacks have grown alarmingly across the globe, as terrorist groups have diversified both their methods of action and the targets pursued. In this respect, no state or region is confident that it is safe from terrorist activities. Moreover, the lack of a universally accepted definition for terrorism implies a series of issues and uncertainties about the responsibilities and powers of authorities in case such a threat is triggered. Therefore, in order to concerning the subject, this article aims to clarify first of all what terrorism means, and in particular afterwords a common understanding of the meaning on two complementary, but distinct terms relating to emphasize to combating terrorism activities, namely anti-terrorism and counter-terrorism.
