Summary/Abstract: Finally, what we see in the analysis of the Fifteenth NPC, the political environment is changing, because of many circumstances: the educational background of leaders, their skills and abilities to make up Chinese political agenda. Also, because of the impact of fast growing economy, which, at the moment, is quit far from the ‘political growing’. Furthermore, the endeavor to curb the corruption, to liberalize economy, and to make Chinese economy more transparent, more qualitative. Another reason for changes in political environment, that many Chinese leaders got their education abroad, and not only leaders, also more Chinese see their country in the global context ant want their country to strong and more liberalized, therefore it is becoming more difficult to took control over them. China is also became a global player with the positions in organizations such as World Trade Organization, ASEAN, etc. Thus, as we can see the analysis of a small element, or single institution such as NPC in China can provide many ideas about how China is changing and why? But we will see.
