Summary/Abstract: In order to limit the circulation of COVID-19, the countries introduce various measures. These measures have their impact on the labour market and some of them turn into prerequisites for the growth of unemployment. This study focuses attention on the issues arising from the implementation of Regulation (ЕC) No. 883/2004 in connection with unemployment benefits. Attention is given to the clarification of differences between the terms ‘residence’ (‘habitual residence’) and ‘stay’ in view of determining the competent social security body when the payment of unemployment benefits is concerned. Where an insured person works in a Member State, however, due to objective reasons, his/her employment relationship is terminated and he/she goes back to the country of his/her habitual residence, a question arises as to the competence of the social security body which should assess his/her right to unemployment benefit and should determine the amount thereof.
