EU emerged on common economic interests of several countries, and from that moment on it has its own trade policy that has been formed for decades. Bulgaria joined EU in 2007 and the country has been part of the EU trade policy ever since. To a significant extent that changed its foreign trade to the other EU Member States and to third countries. - Summary/Abstract:On June 3rd, 2022, the EU adopted the sixth package of sanctions towards Russia – in association with the conflict in Ukraine – with one of the main elements being the embargo on the imports of Russian oil. Notwithstanding the exemptions for the Czech Republic, Slovakia and Hungary, and the derogations for Bulgaria (2024) and Croatia (2023), the official EU statement claims that the sanctions cover 90% of Russian oil imports – with the main goal being the reduction of Russia’s foreign trade revenues. Apart from the EU-wide sanctions, during the two months following the beginning of hostilities several EU member-states (Germany, Latvia and Lithuania) deliberately reduced the imports of Russian oil, or in other words, the curbs for Russian oil in the EU began in March-April of 2022 and have gradually been expanded. By September 2022, however, they have not achieved their main goal – quite the opposite, Russian oil revenues are higher and there are well-grounded assumptions that Russian oil is being smuggled in the EU.

- No. of Pages:29
- Keywords:labor market policy; temporary job retention measures; COVID-19; European funds; SURE; resource curse
- Summary/Abstract:The aim of this paper is to investigate some of the results of the application of the SURE instrument of the EU (European instrument for temporary support to mitigate unemployment risk in an emergency) in Bulgaria. The instrument was adopted in May 2020 as a response to the COVID-19 outbreak. The analysis uses the theoretical concept of the so-called “resource curse” which suggests that the abundance of non-tax revenues could result in weakened economic effectiveness while recognizing the mediating role of political decisions for these outcomes. In that regard, the main hypothesis of the study is that the easy access to revenues of a temporary nature through the SURE instrument for financing job retention measures during the COVID-19 pandemics has contributed to occurrence in Bulgaria of some deviations from the good practices in application of similar measures known by the example of other countries. The elements which are particularly affected are the targeting and the timeliness of support.

- Summary/Abstract:The intensive development of intra-Union trade in organic products has been going on for second decade. It is affected by covid-19 in two directions. On the one hand, the pandemic favors the demand for healthy foods, and hence for organic foods, but on the other hand, difficulties arise in the supply of organic foods due to obstacles to intra-Union trade. The purpose of the study is to show how much these two effects of the pandemic impact dynamics of demand and supply both at the EU level and in individual member states, and in particular in Bulgaria. A forecast was also made for the prospects for the development of the sector in the light of the EU’s efforts to stimulate organic agriculture.
