Summary/Abstract: This book is based on coference proceedings presented at the international scientific conference "Euroscepticism and European Integration", held April 12-13, 2007 and organised by the Political Science Research Centre and the Scientific Forum. The conference discussed the concept of euroscepticism, aspects of European citizenship and democracy, EU-criticism, as well as open a theoretical discussion of European issues and underlayed them with pratical case studies from Switzerland, Norway, France, Italy, the Netherlands and Poland.

- Summary/Abstract:What is “EU-criticism”? I will not offer any normative definition myself, nor will I argue that one of the various terms used for the phenomenon is more appropriate than the others. Instead, I will discuss how the entire phenomenon is discursively constructed in dominant newspapers and juxtapose those representations to EU-critics’ own representations of themselves. My assumption here is that “dominant newspapers” are something largely external to EU-criticism. In other words, nationwide newspapers are not the primary channel of expressing critical ideas regarding the EU. I will examine the “inside” perspective by analyzing texts recommended by key EU-critical actors. That is, I will ask them what texts I should read in juxtaposition to dominant newspapers, in order to get a more balanced picture of what EU-criticism is about. I do not suggest that either of the two representations - that of dominant newspapers or self-representations - is more “true” than the other.

- Summary/Abstract:The study of Euroscepticism is one of the main bodies of a larger literature, which focuses on the attitudes of political parties towards European integration in the old and new member states of the EU (Harmsen and Spiering, 2004, Taggart and Szczerbiak, 2005). Generally speaking, three phases can be distinguished in the debates about the European Union (EU) affairs in the Central European Countries (CEC): a broad consensus in favour of the “return to Europe” in 1989-1990 was followed by dissensions about European integration, as new competitors emerged in the political sphere and unpopular socio-economic reforms were justified by the preparation for the EU accession. The last period, starting with the launching of accession negotiations in 1998, saw the success of “Eurorealism,” that is support for the principle of European integration and disapproval of the accession conditions offered to the CEC. How to account for the development of conflicting but ambiguous political views on European integration in the new EU member states? What are the factors that caused parties to adopt Eurosceptic positions?

- Summary/Abstract:It seems that no major theory of regional integration predicted the rise of Euroscepticism and the extent to which it might influence the integration process and (potentially) become one of the constraints for future functioning of the European Union. There are many open questions regarding this phenomenon, the key one encompassing its causes and consequences, seen from different angles, in search for the right approaches to deal with such attitudes. - Summary/Abstract:The Norwegian political parties’ positions on the ‘European Question’ faithfully reflect the stances they elaborated in the first decade after membership of the EEC was first raised in 1961. No other European country has seen quite such strong and persistent party-based Euroscepticism, and few can match the range of parties that oppose closer participation in European integration. Part of the explanation lies in voters’ preferences and the reinforcing patterns of old centreperiphery cleavages and the European question, but only a part of it. Political parties, or rather their leaders, balance the four main objectives: to win votes, enter office, to shape policy outcomes, and not least to manage the party organisation. Together, these four factors shape the party strategy.

- Summary/Abstract:Euroscepticism has, in recent years, become a focus for research by political scientists interested in the politics of antagonism and position- taking among outlier parties. However, Euroscepticism (applied retrospectively) is a long-term phenomenon, which dates back to the early stages of European integration in the late 1940s. Much of the empirical work has taken the form of single case studies, rather than following a comparative framework. Batory and Sitter (2004), Marks and Wilson (2000), and Marks, Wilson and Ray (2002) are notably different in dealing with party families over the period of more than a decade. They conclude that ideology and cleavages are the main explanatory factors in determining the orientations of political parties and party families towards the European Community (EC).
