- Summary/Abstract:Nowadays benchmarking is one of the most popular managerial instruments for organizational performance improvement, both in the private sector as well as in the public one. The present paper reveals which is the rationale for whom public entities have largely adopted this particular tool, traditionally used by private companies and highlights the consequences of uncritically translating it from a private to a public logic. The papers is aimed at comparing the benchmarking approaches in Romanian and Italian Local Governments (LGs), eventually detecting whether they are more prone to use it as a scoring or evaluative managerial tool.

- Summary/Abstract:This paper examines the activities and roles of NGOs in order to determine their place in contemporary society. The first part of the paper outlines the criteria for definition and classification of NGOs. The second part of the paper provides an analysis of NGO evolution and development throughout history focusing on their influence and role in the world. In the end, the author concludes that NGOs represent a citizens' initiative in order to solve community problems and their involvement in society requires time and resources.

- Summary/Abstract:The overall objective of the development strategy of the municipalities heating activities, it consists in satisfying the needs of thermal energy (hot water and heating) both presently and in medium and long term, at a price as low is possible, suitable for a modern market economy and a civilized standard of living, in terms of quality, continuity and security of consumers respecting sustainable development principles. Taking into account the importance of thermal energy for residents and for economic units, the development of heating activity is done under the supervision of local authority through the development and implementation of the strategy.

- Summary/Abstract:Localities are at the basis of any nation. Among the most important public service that citizens of these localities have the right to be provided with is energy service, especially district heating. Security of energy supply, mitigation of energy impact on environment, and energy service affordability are the main challenges for all national and local authorities. Present paper tries to discuss the role of energy efficiency at local level in the effort to solve these issues and proposes to introduce and promote proper long term policies where energy efficiency would have a top position. The importance of such an approach in Romania is clearer in the perspective of energy market complete liberalization that will be finished at the end of 2017 for all residential customers and – consequently - the danger of energy poverty increase will be highest. Local authorities have to cope with this situation and react properly.

- Summary/Abstract:The paper’s objective is a survey on current academic and policy debates on local police, current issues of local police in Romania, and the implications of the various national initiatives on its development during the economic transition and financial crisis (budgetary constraints). The methodology used in this paper comprise studies of published materials (articles, strategies, raports, policies, research studies, laws), which provide theoretical and practical research on local police in Romania and its development. The themes discussed ranged from: the definition of a public service, to local police in different countries, current issues for Romania’s local police, a brief analysis on local police, different steps and measures that should be taken for improving its activity and quality. The value of this study is that it fills a gap in the literature regarding various information on Romanian local police.

- Summary/Abstract:In Romania violence in the health sector is a matter of great interest among researchers and a constant concern of authorities. In 2012, Law no. 212/13 November 2012 was released, in order to supplement Law no. 95/2006 on health reform. Thus, in this paper we propose a typology of violence occurring in health organizations in Romania and the focus on a certain number of considerations concerning the meaning of violence, conflict management, management methods to eliminate conflicts, recognition of merit etc.

- Summary/Abstract:The main object of this article is to appoint this minority’s lack of access to the Romanian public utilities system, as discrimination and exclusion is still leading to a lack of access at primary resources for disadvantaged people. The national strategies designed over the past two decades were unable to reduce the effects of these socio-economic unfavorable conditions for the Roma citizens. The used data is from a research conducted in 2013, with main purpose in exploring and describing all forms of exclusion of the Roma population. The uniqueness of the research is given by the comparison character, using two separate samples, one representative for the general population and one representative for citizens of Roma ethnicity. The results are focused on these exact differences, regarding access and connection to the public utilities network, between the Roma minority and the general population.

- Summary/Abstract:Currently, our country is faced with an imbalance between the number of employees and the number of pensioners in the sense that due to the policy of stimulating early retirement after 1990, rapidly increased the number of pensioners while the number of employees decreased, especially emigration of young people abroad. In this context, it emphasizes the aging population problem already felt in the Romanian society: the elderly need care and attention on almost permanent and enhanced their personal assistance.

- Summary/Abstract:The purpose of this article is to gain a deeper understanding of the strategic tendency and the administrative infrastructure of a city as relevant drivers of the degree of collaborative activity, the tools of development as an outstanding constituent of a city’s collaborative management approach, and the collaborative processes achievable to a city for attaining its strategic goals. The findings of this study have implications for the scale and objective of city government collaborative management, the connection between the embracing of development policy advances and the level of collaborative undertaking in cities, and the extensiveness of the collaborative framework for cities and economic development.

- Summary/Abstract:The aim of this article is to observe and to analyze the influence of the local development on the strategic management in the local colectivities from Romania. The paper includes some explorative conceptual aspects, focused on theoretical and practical analysis of sustainable local development, using the empirical data provided by the strategic documents of the local colectivities. The cities that we have chosen for this analyze fall into three categories: big, medium and small cities, from different areas. Cluj-Napoca, Timisoara, Iasi count as big cities, Bistrita, Giurgiu, Vaslui are the medium ones, and the small cities are Negresti-Oas, Calafat and Cernavoda. The conclusion of the article consists of ways in which the local development level influences the type of management and summarizes the factors that contribute at implementing an efficient and accurate management.

- Summary/Abstract:The urban dimension has become increasingly important for the European Union`s cohesion policy. In this particular context, in order to reduce the obstacles cities, confront themselves with, local public authorities have started implementing projects financed from structural and cohesion funds. This paper is aimed at analysing the contribution EU funds have in the urban development process by presenting some successful projects of cities that invested in sustainable urban development. The choice of projects was based on two key aspects: (1) high level of complexity, efficient planning and execution; and (2) effects of the implemented projects, that are tangible and measurable, for the urban space rehabilitation process.

- Summary/Abstract:More and more companies across the word consider the organisation culture vital for the performance of their employees and ultimately for their business success. To identify and assess the organisation culture a number of instruments have been developed. The purpose of this research is to investigate what are the key dimensions or areas addressed by organisational culture assessing instruments administered across organisations from different geographical regions and if companies prefer to use a standard instrument or develop a custom made questionnaire. The research was made by conducting a literature review to understand what instruments have been previously developed and standardised for profiling and assessing the organisational culture.

- Summary/Abstract:It is known that the administration of a country cannot be effective and modern if its human resources are not of somewhat performance. Improving the performance of human capital from the administration sector, is a major objective of the current Romanian government. However, in the absence of clear strategies and policies and transparent in the light of the human resources from the administration sector, there may be a crisis in this area. The reform of the public administration, either central or local, entails certain aspects of human resources to change, of which are at its disposal: the recruitment, selection and appointment of public performance appraisal, evaluation of professional performance, staff motivation and increases of salaries, professional training and career development for the personnel which is part of this industry. All of the aspects mentioned above have been addressed in this paper, from the point of view of both the specific literature and from a strategic perspective.
