- Summary/Abstract:Human endeavors can be understood at the levels of evaluating what is good (values identification) and judging what is right (norms identification). These ethical considerations ideally find expression by becoming embedded in daily activity, with the ideal often buttressed by formal laws and regulations. Commitments to a strategy of sustainable management remain principally an ethical (rather than a regulatory) issue and are addressed primarily by non-governmental organizations (NGOs) rather than states. The United Nations’ 17 Sustainable Development Goals (SDGs) offer a blueprint for a more sustainable future. Faced with the consequences of climate change, natural disasters, environmental degradation, armed conflicts, and mass migration, NGOs’ commitments to the SDGs may be expressed in their engagement with meeting the immediate basic needs of present generations (e.g., for clean air, clean water, food, clothing, and shelter) and by humanitarian or developmental actions (which are part and parcel of sustainability development strategy and its implementation). In the present paper, I will offer a preliminary exploration of the question, to what extent do NGOs’ ethical commitments encompass strategy-led sustainable development capable of contributing to improving the likelihood of survival of a vulnerable population?

Public administration is rediscovering the sustainability as a key source and goal for strategic and organisational change by promoting the organisational dimension that relies on enhancing the quality of people as human resources, strengthening both the public manager as a leader and public servants as employees who are committed and motivated to public service. Managers as leaders help to drive public administration as an organisation which is able to proceed towards future as a sustainable public organisation which develops the quality of human capital and improves performances, supports public trust and enhances democratic life. Rediscovering the organisational dimension helps to develop the leadership as identity and source for ethical and transformational behaviours of a leader, and enables public managers to assume coherent values, attitudes and behaviours developing the leadership as central identity. Today, driving public administration requires effective public managers who are able to behave as ethical and transformational leaders who motivate, support and drive the employees at work.

- Summary/Abstract:The pandemic is seen as an opportunity to further advance in business ethics. Prof. Freeman called academics to contribute to developing more ethical business models. Businesses have been revising their missions towards more ethical business models as the pandemic has changed attitudes to life. Society expects that companies will serve human beings rather than solely maximization of profit to their stakeholders. This research is motivated by analyzing the importance of teaching business ethics. This research has looked into the directions of business education in terms of corporate social responsibility (CSR) and business ethics. The article intends to highlight the potential of CSR education in overcoming the pandemic crisis and increasing the wellbeing of society. This desk research underlines the standpoint of universities whether they should teach business ethics or CSR at the business faculties, and analyzes the educational programs of the business faculties to find out their attitude towards teaching of CSR/ethics.

A person should be taught to express his opinion so that he may involve himself in decision making and always being civicly awake. The meaning and efficiency of the educational act are given by the availabilityes of adapting to education and self-regulation towards the increasing number of defiant acts in the society.This paper aims to highlight essential contributions in terms of management development in preschool institutions, the facts that leads to increasing quality of the entire educational process. Approaching this topic and bending with particular interest in the field of formal education in Romania, we dive into the essence of educational management so that we can offer important constructive suggestions for optimizing analysis activities and implicitly increasing performance in terms of specific management of the network of kindergartens. Preschool education is the cornerstone of the formation of human personality, as well as the first gateway to knowledge. To ensure high quality in education, a complex process is needed, very well organized and structured, which must be integrated into the institutional culture of the organization.Talking about quality management while focusing on quality in education represents in fact an analysis and careful research on management actions aimed directly at increasing the satisfaction of the needs of the beneficiaries of the educational system.

- Summary/Abstract:Financial inclusion is an increasingly intense issue that is of concern to the credit institutions and the public authorities. It has become topical and gained new value during this period of Covid-19 crisis. Although financial exclusion cuts across demographic categories, but certain categories of financial consumers such as women, young people, people with disabilities and those residing in rural areas have a low presence in the financial services sector. Previous studies attribute the incidence of financial exclusion of some segment of the society to low income, low level of financial education or difficult access to financial products and services generated by poor development of physical infrastructure. Is this true in the case of ASEAN region? A quantitative research approach was adopted in this study, while relying on the secondary data of the World Bank spanning 2011-2017, the UN Women ASEAN Gender Outlook report (2020 -2021), and enriched by scholarly works. The article focuses on the dimensions of the phenomenon of financial inclusion in ASEAN countries, with emphasis on the gender gap financial inclusion. The analysis of the extracted data reveals multiple differences among the countries in the region, a fact that can be explained by the different levels of financial technology development and the governmental interventions implemented to improve financial inclusion. On the strength of the findings, this paper argues that digitalization and financial innovation can also be solutions through which new consumers can be attracted to the financial system, but with these solutions come new challenges related to the protection of personal data and cyber security. For this reason, we believe that increasing financial inclusion must be approached at several levels and must involve joint efforts by public authorities, credit institutions and other categories of stakeholders.

- Summary/Abstract:Rapid technology development and easy access to virtual space was directly proportional to the proliferation of multiple categories of network users and consumers. This contemporary reality has contributed to the emergence of the illusion of unrestricted accessibility of the online environment and the permissiveness of expression “no matter what”. The cyberspace draws a thin line between freedom of expression and violation of behavioural norms toward others. In order to mitigate the behaviours that transcend ethical boundaries, a series of basic conditions of use and restrictions have been legislated (mainly crimes related to threats and illegal content shared in the virtual world) which do not include all the situations encountered in practice. Given the cyberspace dimension, prevalent in most civilized areas of the planet, as a means and method of intercultural communication, ethical standards should be standardized and applied uniformly. This research paper is an attempt to objectively address the issues of standards and ethical values on the Web, with reference to cyber terrorism, groups of organized crime, hacktivism and states’ implication and responsibility. The main hypothesis of the research emphasizes that the information society requires the creation and enforcement of new laws, because it coexists in a completely new environment - the Network. Referring to the Network links, it is a fact that it cannot be kept safer against unauthorized access, without the application of adequate security measures and techniques. This research paper aims to shed the light on the dangers and threats that challenges the information society thought cyberspace.

- Summary/Abstract:This research focuses on identifying and analyzing the main factors that generate social costs in the context of globalization. In emerging economies, the social and economic factors underlying a significant and the growing income inequality tend to be different from work factors in many OECD countries. The importance of the informal economy, combined with the persistence of significant geographic disparities in economic performance, is a significant factor in the inequality of revenues in all emerging economies. In turn, the informal economy and geographic disparities are closely linked to other aspects of inequality such as gender, ethnic differences, disparities in educational achievement, and working conditions. This paper develops these factors and synthesizes their effect in order to serve as a starting point for a further econometric research to measure the impact in emerging economies.

- Summary/Abstract:The research currently presented is related to non-financial reporting and the prevailing reporting practices employed by enterprises posing risks to the environment. The worldwide economy is in a continuous change and the companies must face all the new challenges to assure a good development of their business. One of the most pressing challenge is related to the reporting of information in an integrate form. It is considered that the traditional model of financial reporting does not represent a comprehensive image to assess the previous and future performance of a company. According to the Directive 2014/95/EU regulations, reporting of non-financial information encompasses three major areas: environmental, social, and labour. Each is equally important, though environmental issues seem of particular significance in enterprises posing risks to the environment. The natural environment and its protection are important from the viewpoint of future generations. The transition from voluntary disclosure of non-financial information to mandatory regulation in the EU has taken place due to continuous increasing needs to have more transparency and rigor of information disclosed by companies. Indeed, voluntary reporting of CSR has many aspects of weakness, it is difficult to compare the information of different companies; it is a tool to avoid regulation; lack of execution and accountability; and leads to rhetoric, as corporations continue to create many problems for society.

- Summary/Abstract:This article represents an analysis of the impact on employees of insurance companies in Romania, of the changes that occurred following the crisis generated by the Coronavirus pandemic. With the implementation of traffic restrictions in the spring of 2020 and the introduction of quarantine in Romania, companies were forced to resort to alternative means of conducting and continuing the activity in safe conditions for employees. The main change was the implementation of work at home, doubled by a strong progress of digitalization in the field.The orientation of companies towards the customer, the desire to offer the most complete services and the need to work as much as possible in the online environment, accelerated the digital transformation processes, offering a new perspective to both customers and employees who were able to experience a large number migrating to work from home.This article pays more attention to the analysis of the direct relationship between staff motivation in the case of work at home and the results obtained, with the final result - the sustainability of the organization's activity.

- Summary/Abstract:This paper aims to present a study linked with the evaluation of the life cycle of both biodegradable and compostable packaging focusing on the impact these have upon the environment, regardless of the life-cycle stage, actually looking at it as a whole. In this article, the evaluation process will focus on the final stage of the product's life - decommissioning and reintegration into the environment.At present, in order for products to be approved by consumers, who are increasingly selective about health and environmental protection, they need to send an appropriate message. The message for consumers can take different forms, being informed about: rational use of resources in the production process, economical and sustainable packaging, attestation of the quality of the product in question, the fact that they are sustainable (compared to similar products in trade). The explosive development of design technologies and software allows the identification of design solutions that lead to the optimization of the project in a new, clean, environmentally friendly formula. Eco-design must ensure technical and aesthetic accuracy, while identifying the optimal shape depending on the chosen material. Consumers are particularly concerned about its persistence in the environment, due to the decomposition time of 100 to 400 years (Zins Beauchesne et al., 2008), its non-renewable fossil resources and the amount of waste allocated to it. The presence of dispersed plastics in nature associated with their persistence in the environment causes major impacts on terrestrial and marine ecosystems (Allsopp et al., 2006).In this context, the objectives of this article are risk assessment, environmental performance assessment, environmental impact assessment and identification of possible changes in each phase of the life cycle of both biodegradable as well as compostable packaging, which in turn may be the originator source of environmental benefits.

Online information, during its evolution, applied many changes in all the domains, changes that may affect the principles of ethics. The continued freedom to use the online environment, the failure to establish clear rules both nationally and internationally can lead to many problems, most of which are ethical. Although ethics is an important value of society, in reality, it serves as an established virtue. This paper reveals the fact that the limits of ethics can be easily violated, showing which possible dangers can be met and, with attention, avoided. Using the Internet has become a priority in any domain: economic, cultural, academic, educational, and social. The most obvious change could be observed at the social level. Thus, more and more people prefer to socialize online, through social networks. Within these networks, most cases of violation of ethical norms can be observed. That is why certain ethical standards should be set clear enough to protect the privacy of users. The restrictions imposed by the COVID-19 pandemic have led more and more people to use the online environment (online work, online education). With the increase in the rate of use of the online environment, online illegalities have also increased, legalities that violate the principles of ethics. We must not neglect that any action in the online environment exposes the user to certain risks. We consider online users must get informed about possible risks and problems that may arise from browsing online. Thus, good information of the population, as well as continuously updated legislation, can help to respect the norms of ethics in the online environment.

- Summary/Abstract:The sequence of rapid transformations from a material resource-based society to a society based on intelligence and creativity demonstrates the need to accept, integrate and implement knowledge-based management in any organization, regardless of its status. Major changes, both globally and nationally, oblige us to reflect carefully on the diversity of requirements and to identify the best strategies for the recovery of the Romanian economy. A critical assessment of the situation of Romanian organizations in all fields of activity, compared to changes at international level, will lead to the approach of new strategies and rapid measures for the recovery and development of the economy, with a view to maintaining the pace of competitiveness, with the major players in the international market. Change and economic evolution mean intelligence, information and creativity. The external environment is a competitive, and in need of survival. It depends on the social, legal, economic evolution, the technologies and services used, but also on the adaptation to evolutionary changes in order to resist the competitive market. We must be aware, however, that each country has its peculiarities, and I am referring here to the mentality, customs, but also to the relief, demographic state, national and human resources that Romania has. We're looking to keep up to date with the new research on the respective domain. The research of the literature, in order to identify the most effective and affordable strategies for the recovery of the Romanian economy, are extremely beneficial, but we must have the capacity to adapt them to the existing reality both nationally and globally.

- Summary/Abstract:The context of the COVID 19 pandemic has forced managers and entrepreneurs to review how they run their businesses and guide their employees. The new normality has brought with it a number of challenges and changes that have produced immediate and profound effects both in the way business is conducted, the online negotiations giving a formal and less human character, and in the way the employees perceive the work carried out exclusively online. Research has revealed a new phenomenon called "Zoom Fatigue" which is reflected in the human psyche through exhaustion and burnout, a phenomenon caused by the intensity and long duration of video calls and frequent online meetings. Additional cognitive processes required by video calls, the concentration required to absorb all the information transmitted, the lack of visual breaks, multitasking, as well as the merging of professional activity with the familiar environment from the comfort of our home, have led to psychological consequences, such as pronounced fatigue, exhaustion or irritation. All these effects are felt differently by men and women, the latter suffering more from videoconferencing and online work. At the same time, extroverts were found to be less tired than introverted people, feeling the effects of the "Zoom Fatigue" phenomenon differently. For the proper conduct of work and for the creation of a healthy organizational climate and an ethical organizational culture, the role of managers in knowing employees at a human level is of outmost importance, in order to best manage such situations and to identify appropriate measures for motivation and support aimed in particular at female and vulnerable personnel. Orientation towards setting a precise schedule for organizing video conferencing, recommending to avoid multitasking and reducing on-screen stimulus, setting visual breaks, avoiding the use of video calls in their spare time are some of the measures that managers can implement among their employees.

- Summary/Abstract:Bullying is not a new phenomenon, but it has spread in recent years through a new form: cyber-bullying, as a result of technological evolution. The negative effects are multiple, from anxiety, health problems, to dropping out of school and even suicide. To make the school a safe environment for children, methodological norms have appeared to prevent and combat bullying manifestations in the school environment.In the context of the Covid-19 pandemic, when many activities continued online, education also acquired a new dimension: e-Learning. Information devices (computers, tablets, smartphones) have taken over the occupations of young people and exposed them to cyber risks, pseudo-socialization, technological dependence. Online safety of students is a necessity and a topical issue, in which the family, the school and the community should be involved, and training through courses is a first step in solving this problem.This paper briefly presents the dangers caused by the misuse of technology, as well as the entrepreneurial perspective of anti-bullying intervention, through online training courses.

- Summary/Abstract:The strategic communication goes beyond the area of public relations and focuses mainly on strategies that create, develop, and control the success of an organization.Strategic communication also includes traditional practices of institutionalized organizational communication to use the messages much more easily when interacting with internal and external stakeholders. Wishing to find a better strategy to programme any internal or external communication, the organizations develop different kinds of strategic plans meant to support the management process, starting with the mission and vision statement and ending with the evaluation of achieved goals. The following example - Integrated Strategic Communication (ISC)- shows the ways the integrated strategic communication can be reached in Romanian organizations.

- Summary/Abstract:Implementing a performant knowledge management system in military institutions involves emphasizing the role of the organizational dimension that promotes learning, increasing the quality of employees' work and consolidating managers in these institutions as leaders who encourage learning at all levels. The objectives of knowledge acquisition must be defined in such a way as to improve performance and support the trust of the beneficiary of the public service provided. The development of organizational culture within the institution allows people to adopt new values, attitudes and behaviors. Investing in an efficient knowledge management system involves the development of training and education programs that contribute to improving the skills of employees and knowledge sharing both vertically and horizontally, in order to provide quality public service and create value within the community. Knowledge management can be implemented more efficiently and beneficially in the context of the increasing use of technology in educational activities. Thus, integration of e-learning in knowledge management systems allows the removal of space and time barriers from learning. The question is whether current e-learning systems meet the requirements of knowledge management and provide results comparable to those obtained through traditional learning.

- Summary/Abstract:In order to achieve prosperity and competitiveness, a relevant educational system strongly linked to the economy and the society of the future is required. The authorities cannot certainly say that our country has a well -defined strategy regarding the human capital management, one that is conform to the European Union. Strategies based on lifelong learning are being discussed and analysed. As statistics show, the existing strategy implementation is weaker in the Romanian educational system compared to other European educational systems. The paper focuses on highlighting the main priorities in the process of implementing a qualitative management system in Romanian secondary schools, high schools and technical vocational schools, a modern education that fulfils the market needs.

- Summary/Abstract:The concept of “Global Ethics” refers to the analysis and identification of ethical solutions to the challenges of the contemporary world. Among the current global problems we bring to the fore: illegal immigration as a component of human trafficking, but also other global issues interdependent with the two crimes above: violation of human rights and freedoms, poverty, resource scarcity, discrimination, illegal international business and trade, all of which, requesting from the authorities and beyond, legislative and ethical solutions. Legal migration is the widely accepted form globally, since it can be determined over time, but also controlled in terms of the number of people, fields and jobs. Illegal migration is the alternative used by people who cannot use the legal route to go abroad. A component of trafficking in human beings, illegal migration is a global scourge, hard to control, caused by organised criminal groups, but also by the increasing ingenuity of criminals.Although the phenomenon is manifesting itself worldwide, it is accentuated by the fact that there is a lack of appropriate legislation and an effective system of cooperation between government institutions and civil society.Trafficking in human beings must be related to the causes that led to its emergence: discrimination in the labour market revealed by high unemployment rates (women vs. men), poverty combined with low remuneration for work performed, corruption of authorities, poor border control, restriction of legal migration opportunities, internationalization of criminal groups correlated with high profits from human trafficking, poor information of people who want to emigrate about the real effects of the labour market.Knowing this phenomenon, but also of the causes that cause it to occur, determines the process of working for knowledge, resolution and fight against it. The present work is intended to be a source of information that makes available to those interested that information about illegal migration, as well as how state structures can and should be involved in the situation.

- Summary/Abstract:In the age of technology, communication seems to be much easier for public institutions. Citizens' access to the necessary information is much easier, by accessing official websites or by e-mail.The pandemic has limited people's access to interaction with public institutions, which has increased the need to use online digital tools. Thus, the process of digitalization and the process of modernization of the public administration were hastened. This has led to the emergence of new types of social behaviours that have had negative effects on the use of digital tools by public entities.Until now, several approaches to public administration ethics have existed, and they have mostly centered on the civil servant's behaviour in his interaction with citizens and his respect for the workplace. As the online environment has become a necessity for public services in the digital age, ethics in the public system meets new challenges.Today, there is a need for a modernized digital system for civil servants to use. It should facilitate applicants' access to information and protect the confidentiality of certain information in an ethical and professional manner for all parties involved, in order to reduce misinformation.Misinformation in a pandemic can have serious consequences: it can lead to ignoring official health advice and risky behaviour, or it can have a negative impact on our democratic institutions and societies, as well as on the economic and financial situation. Therefore, there is a need for new protection measures, that can protect people, not only for medical safety in a public institution, but for ethic means in the online environment.

- Summary/Abstract:Bio-economic and ethical management in the development of a business in the fisheries sector in the context of a “One Health” aims to implement the objectives of the Europe 2020 Strategy in terms of exploiting the potential of aquaculture in Romania and the European Union. Aquaculture plays an important role both in Romania and in the European Union in terms of developing a business in this sector, taking into account the ethical component but also the potential of food resources. In order to ensure an adequate level of health in the sector, it is necessary to ensure an adequate management that uses the potential of fishery resources in accordance with the objectives of food security and sustainable development of the European strategy.
