Summary/Abstract: The International Scientific and Practical Conference “Construction Entrepreneurship and Real Property” is held every year since 1985. The topic of the Conference „Construction Entrepreneurship and Real Property” has not changed since 2006, but the topics of the papers are up-to-date and comprehensive. The topic of the conference results from the special nature of the economic settings in Bulgaria and is largely predetermined by the continuing problems in banking, construction business and real estate management. The main focus is on the issues of economics and management of construction, urban planning and real properties.

- Summary/Abstract:During the last two years the world is in a global crease, provoked by the situation not well in hand pandemic COVID – 19. Together with the pandemic is available not favorable tendency in climate changes – UN has noticed that instead of the planed temperature retention below 1,5 degrees by 2030, there is a trend of an increase of 2,7 degrees, i.e. the world is facing dangerous climate changes. In these conditions and the new requirement of the Green Deal, restoration and sustainability difficult tasks are placed before the construction industry – one of the great employers in Europe and the World has very difficult problems to solve and to achieve the goals of transforming Europe by 2050 in to climate – neutral continent.

- Summary/Abstract:Strategic management of construction organizations economic development, in addition to compliance with the strategic goals and objectives of the national, sectoral, regional and corporate level, should be based on an analysis of the potential of its economic development. The article formulates the concept of the potential of construction organizations economic development, as a characteristic of the capacity and the ability to implement qualitative changes in production and management systems. The classification of the main types of the potential of economic development is proposed, as well as methods of their measurement are recommended. In accordance with the existing problems in construction and strategic infrastructure goals in Russia, the "potential of administrative transformation in construction" is proposed for research.

- Summary/Abstract:The report examines practical processes related to the development of peri-urban areas in major cities in Bulgaria (on the example of the city of Varna). After proposing a classification of the factors influencing the development of the considered territories, the practices used in the city of Varna are described, related to the influence of four factors from the group of the local ones. On this basis, proposals have been made to optimize the administrative procedures conducted by local authorities and the court administration.

- Summary/Abstract:The problem of optimal location of new buildings (administrative, commercial, warehouses, logistics centers, etc.) is crucial in terms of providing the future users with easy access to them. Some methods for determining the optimal location are well-known in the literature but they are mostly based on the distance from the corresponding building to the user who intend to visit it. This paper reveals an opportunity to choose a location for the construction of a new building, which is realized with the help of models from game theory. The characteristic feature of this model is that the determination of the optimal location depends on the interest of the consumers as users (clients) of the object of preferred location.

- Summary/Abstract:The present study is an attempt to examine whether the "polluter pays principle“ is observed in the calculation of the local fee for disposal of household waste in the municipalities in Varna Province. Both the national legislation and the regulations of the individual municipalities were examined. It was found that in the majority of cases there is no direct relationship between the amount of the charged fee and the amount of generated waste. This leads to a lack of stimulus to reduce the amount of waste generated.

- Summary/Abstract:Digitalization and the processes of digital transformation are changing the face of all sectors of the economy, including the construction sector. Their performance is influenced by a number of driving forces and factors that stimulate these processes. In construction, the impact of driving forces is identified as the pursuit of operational efficiency, the realization of additional revenue, customer satisfaction and others. The influence of internal and external factors on the digitalization of the processes in the construction company, as well as national and international factors is significant. Concepts related to the „Internet of Things“ and „Smart Cities“ as well as the European Green Deal have an important impact on the processes of digitalisation in the construction industry.

A number of legislative initiatives and measures have been taken to stimulate their use at European and national level, as well as policies have been initiated with a view to its digitalisation. - Summary/Abstract:The study states that on a global scale, in modern conditions of development, individual countries pay special attention to pay for their security by identifying with countries with different cultural structures of society. The expression against the opposition of separate cultures with the attacks on cultural sites in different parts of our planet, which have become more frequent in the first two decades of the 21st century. One of the greatest dangers to humanity is modern terrorism within cultural sites. Directions for this type of terrorism are considered and included in the development. One direction is in connection with the spiritual culture of man. The object of such terror are the basic values of the individual. Another direction is the destruction of material movement and immovable cultural heritage. The purpose of this study is to study and analyze terrorism against cultural values as a social phenomenon and on this basis to outline the main guidelines and tools in preventing and combating this type of terrorism. A comprehensive set of measures that the world community uses to combat terrorism on cultural sites is outlined.

The article describes the types and aspects of digitalization in relation to the purchase and sale of real estate: “smart sites”, chat bots, virtualization, the mechanism of remote sales. It was noted that the share and degree of digitalization is increasing in the real estate market every year, the connection between digitalization and the sale and purchase of real estate is inseparable, while the real estate market in Russia turned out to be one of the most conservative in terms of the introduction of technological innovations. In contrast to the above, the article discusses the emergence of a completely digital client path from the search for a property to a transaction and the organization of repairs in Russia since March 2021 - an open real estate ecosystem "Square Meter", with a unique innovative product "Deal Guarantee".

- Summary/Abstract:A significant part of municipalities in Bulgaria are characterized as small in terms of population, area, as well as scarce resources and possibilities for economic, demographic and social development. Some of those can be defined as disadvantaged municipalities as regards the level of development and structure of the local economy, which necessitates more intensive support for their development. This indicates the need to seek alternative forms for the administrative and territorial structure and alternatives for the development of the territory of small municipalities. The objective set by the author of this paper is to examine clustering as a form of cooperation and partnership among municipalities and on that basis to lay down the benefits and opportunities arising from the implementation of this alternative for the development of the territories of small municipalities.

- Summary/Abstract:This study provides an assessment of the public procurement market situation. The analysis is based on data, extracted from the Public Procurement Register, for the number and overall budget of the signed contracts under procedures with national and European funding. Methods for analysis of statistical series, such as averages, baseline and chain growth rates, were used. As a result of the analysis, it is concluded that the market is developing dynamically. One of the main reasons for this tendency is European funding. The participation of SMEs in this market was also observed. Despite the adopted and integrated legislative changes in 2016, it was observed an unfavorable trend to limit the access of SMEs to public procurement in Bulgaria.

- Summary/Abstract:The digital transformation project in a construction company must be part of a comprehensive digital strategy that the organization follows. The digital transformation of a company is a protracted and iterative process. In the course of this process, different stages can be set up with a view to structuring the digital transformation and its management. Based on a comparative analysis of existing methodologies, this paper proposes a new methodology for implementing a digital transformation project. Important principles, specificities and requirements are set out with regard to the activities carried out at each stage.

- Summary/Abstract:The research aims to study and systematize the offered educational programs in the Bulgarian universities for preparation of specialists with knowledge in the field of digitalization and digital transformation. The curricula of bachelor's and master's programs in the professional field of "Architecture, Construction and Geodesy", as well as in other professional fields related to the construction and management of real estate have been studied. The studied disciplines are classified and systematized and on this basis conclusions and recommendations for updating existing programs and courses are formulated.

That is why in this report the author aims to identify the most significant sources of risk in the activities of the construction company. There are two main tasks that the author is trying to solve. - Summary/Abstract:The purpose of this report is to establish the degree of affordability to residential properties in the city of Varna. Indicators, price-to-income ratios and residual income were used to study the degree of affordability. The results of the analysis show that there is an extremely high unavailability of the acquisition of residential properties in the city of Varna. In some neighborhoods, the number of acquisition years calculated on the basis of price-to-income ratios varies widely from 12 to 41 years on average per person and between 5.8 and 19 years per household. Based on residual income in some of the prestigious neighborhoods it reaches over 100 years if the home is acquired by one person. The report also identifies tools that can be used to increase the availability of affordable housing.
