Summary/Abstract: The article examines the legislative and institutional innovations in the Bulgarian system for the enforcement of punishments, supported by the implementation of the PHARE projects. The author thoroughly analyses the main innovative components of the Law, which corresponds to the requirements of European standards for the treatment of offenders. One of them is the introduction of a "risk assessment" (Article 17 of the Law on execution of punishments), which is used to justify any change in the legal situation of convicted offenders.
