Summary/Abstract: Several countries around the world have questioned how to deal with climate change, andthe depletion of fossil fuels, through an international policy for sustainable development,that involves the clean energies generation. With this purpose, the Development Plan2005-2010 begins the regulation in Colombia of the biofuels production followed bymultiple regulatory provisions on renewable energy.As an alternative to fossil fuels, the sugarcane biofuels contribute to the conservationof the environment and they have widely documented benefi ts; however, from the pointof view the sustainable development of the communities, as in the Valle del Cauca case,could have negative social impacts such as land dispossession, increase in food prices,erosion of arable lands and lack of wáter; impacts that demand a paradigm of sustainabledevelopment that makes communities less vulnerable.
