Summary/Abstract: People, groups and communities exist and are simultaneously influenced by several Networks. Everything can be networks of belonging. For example, people are included in a proximity community network (village, town, city…), in a professional network, in a civic network, a political one. What matters is the coherence and convergence of the networks. In such a case, more of an ideal one, the growth force of the belonging networks is mutually intensified and multiplied. But we stress that this situation is rather the ideal case. The networks of belonging can be isolated or even contradictory. In such a situation, what becomes important is the capacities, decisions and actions which reduce the divergences and maximize the convergences among the networks of belonging. It is a strategy of INTELLIGENTLY managing the networks of belonging. Let us imagine such a strategy applied to the way in which Romania designs and manages its interests in its multiple networks of belonging: NATO, the European Union, the Black Sea Region, the Balkans.
