Summary/Abstract: Russia has intensively strengthened its military in the Western and Southern districts. These activities are not simply a response to the decisions of NATO, which is strengthening its Eastern Flank, but are strategic in nature. They also pose a challenge for Ukraine and Belarus as Russia has increased the number and capabilities of its combat units operating near their borders. The Russians are more frequently using the notion of military superiority to achieve political goals in Eastern Europe and this is a serious challenge for NATO.
