Summary/Abstract: The parliamentary elections on 9 February in Azerbaijan, symbolically dubbed a reshuffle of elites in the state administration, were initiated by President Ilham Aliyev in 2016. The changes have strengthened the position of the president’s wife, Mehriban Aliyeva, and her political and business milieu. They also strengthened the authoritarian character of the Azerbaijani regime and condition changes in its foreign policy, including worsening relations with the EU.
