Relations between the Russian Federation (RF) and Ukraine are determined primarily by the interstate armed conflict in Donetsk and Luhansk regions. Attempts by Russia to illegally annex the territory of Crimea and the city of Sevastopol in 2014 and their occupation, the armed confrontation in the Donbass determine the long-term nature of the interstate confrontation. // This conflict is asymmetric. For Ukraine, the consequences of the confrontation with Russia are vital, and the course of the conflict affects almost all important social processes. Instead, the Russian leadership views Ukraine primarily as a field of competition with the West in order to "declare the position of the Russian Federation as one of the influential centers of the modern world." // The post-Soviet space is a priority of Russia's foreign policy, simultaneously more importance is attached to cooperation with the states participating in Russia's integration projects. // The Strategy of Economic Security of the Russian Federation for the period up to 2030, adopted in 2017, identifies the creation of conditions for the implementation of strategic national priorities of the Russian Federation 3 as a priority for the development of the Russian economy. Thus, the subordination of the economy to the implementation of primarily strategic goals set by the political leadership is stated.

The essence of financial security and its place in the system of economic security of the state are considered. The theoretical basis of the content of financial security is analyzed and external and internal threats to the national security of Ukraine in the financial sphere are identified. The author's methodology for assessing the state of financial security of the state and the public finance sector of Ukraine is proposed. The system of indicators of financial security and the public finance sector of Ukraine is determined, formalized calculations are developed, the information base is developed and their threshold values are substantiated. The issues of financial security of transformation processes in the national economy, challenges and threats to the stability of the financial system, as well as security aspects of fiscal policy, in particular its features in the context of existing external and internal risks. The financial mechanisms of domestic market protection and financial aspects of de-shadowing of the economy are highlighted. Recommendations for improving the overall level of financial security of the state are provided. Measures are proposed to encourage the activities of international financial organizations in the credit market of Ukraine, attract international technical assistance and increase the country's credit ratings. In an era of globalization, when the world has become more interconnected and interdependent, new challenges are rapidly becoming universal and pose real threats to both national and international security and stability. Globalization is becoming an increasingly influential "architect" of the new order of international security and has a contradictory effect on the evolution of relations between states. On the one hand, globalization stimulates the accelerated development of productive forces, scientific and technological progress, increasing intellectual capacity and improving democratic multilateral mechanisms of governance of the international system, and thus contributes to a reliable solution to regional security problems. On the other hand, the spontaneous development of globalization exacerbates a number of existing problems of international security and creates new risks and challenges. Due to differences in financial and economic potentials, cooperation between countries is becoming increasingly asymmetric. A small group of highly developed countries plays the role of subjects of globalization, and the vast majority of other countries are becoming its objects, "drifting" on the waves of financial and economic development. Moreover, the weakest members of the world community suffer much greater losses from the negative effects of globalization compared to countries that are protected by their own financial and economic power. The result is stratification, up to the abyss, in the pace and direction of socio-economic development of entire regions of the world.

This report is dedicated to the region traditionally referred to as the Middle East and North Africa (MENA, hereinafter referred to as the Ukrainian equivalent of this abbreviation - BSPA). Its borders almost reproduce the perimeter of the former Ottoman Empire with the exception of its European possessions. The region currently includes a number of Arab countries and one autonomy: Iraq, Syria, Lebanon, Jordan, Kuwait, the KSA, Qatar, Bahrain, the UAE, Oman, Yemen, Egypt, Libya, Tunisia, Algeria, Morocco, and the Palestinian Authority1. In this report, we will follow a conservative - that is, narrow - definition of the region's borders. A special place on the map of the region is occupied by three non-Arab countries (more precisely, countries with a predominantly non-Arab population) - Israel, Turkey and Iran. As of the beginning of 2020, the population of the region is 449 million people, and the total GDP is 3.61 trillion dollars. The region covers a number of countries with different levels of economic, political and social development: from the G20 member states of the world's largest economies to middle-income countries, poor countries and at least four failed & fragile states.

Elections are one of the main forms of democracy in the country - the expression of the will of the people, the constitutional way of forming public authorities and local governments. As the basic principle of democratic governance is to create appropriate conditions for the will of citizens and ensure adequate representation of their interests, in many countries the development of electoral technologies is underway to introduce new ways to increase accessibility, efficiency and comfort of the voting process. voting with remote access. // Introduction of new voting technologies into the election process is a consequence of technological development. The use of these technologies must comply with the principles of democratic elections, without raising public doubts about the reliability of the voting results. That is why the issue of implementing electronic voting in democracies has been accompanied by broad professional and public discussions for many years. On the one hand, remote electronic voting (hereinafter - DEG) is a conscious future, and on the other - a source of new challenges and potential risks. At the same time, as democracies continue to discuss and carefully accumulate experience in the application of DEG, authoritarian regimes (such as the Russian Federation) can use new technologies to address the preservation of their political system.

The analytical report emphasizes that Ukraine has a good potential for the implementation of e-government, including remote electronic voting. Some problematic moments of realization of voting rights by citizens who are permanently or temporarily outside Ukraine are outlined. Prospects, risks and warnings about piloting information and communication technologies of voting in the near future are considered. It was stressed that such a pilot project is possible with acceptable risks for voting of Ukrainian citizens abroad, as the percentage of votes cast in a foreign constituency does not significantly affect the results of national elections. Relevant recommendations are given.
