Training programs focused on professional learning and development are meant to provide teachers with opportunitiesto develop their professional competencies for teaching in specific domains. These programs represent an importantbranch of the educational system in Romania. In the study that we have initiated we have tested and validated thehypothesis that identifying professional training needs and offering specific courses in order to develop the professionalcompetencies represents a key condition for teachers’ effectiveness in terms of their professional learning anddevelopment. The methods and instruments for educational research that we used in the present study are both qualitativeand quantitative, based on questionnaires, individual interviews and focus group interviews. The reason why we optedfor the mixed methods is because quantitative research throughout questionnaires does not always allow participants toexplain their choices or the meaning of the questions. The quantitative survey was carried out on a non-probabilistic sample (770 teachers) and the focus groups wereconducted with groups of 10 randomly selected respondents from the training program. All the teachers participating inour study are from pre-university education and have participated in continuing education programs accredited by theDepartment of Educational Sciences of the Faculty of Psychology and Educational Sciences.

Following the German-Italian decision of August 30, 1940, Romania was forced to cede half of Transylvania, including Cluj. Following this decision, the University of Cluj was forced to take refuge. With regard to the place of evacuation, it was established that three faculties of the "King Ferdinand I" University of Cluj, i.e., the Faculty of Law, the Faculty of Letters and Philosophy, and the Faculty of Medicine, be located in Sibiu, while the Faculty of Sciences in Timișoara. After finding the spaces, and especially after Iuliu Hațieganu took over the mandate of the rector of the university, the academic community of Cluj regained its internal balance. The courses were held in accordance with the curricular standards of that time, and the scientific and journalistic activity of teachers, researchers and students was, throughout the entire period of the refuge, remarkable.

European Union financing through the different financing mechanisms and programs of the European Union can present a competitive advantage for business start-ups. More specifically, European Union financing can help bring to the world and the markets projects which would have not otherwise seen the light by simply relying on markets, due to unavailable or insufficient financing for incipient businesses. The area of Central and Eastern Europe by comparison to Western Europe can be generally seen as a more fertile ground for business start-ups because the markets are less crowded by experienced or technologically driven businesses. Legislation, traditions, ways of doing business are also different and heterogeneous. As such, the area can be seen from a macroeconomic point of view as strategically important for business start-ups in the European Union and the European Union can be a differentiating financing partner for the incipient businesses in the area. As such, a symbiosis between the two can be found if the European Union financing programs can either discover, triage and invest into businesses which are either socially beneficial or economically and financially profitable in the long term. This paper aims to explore what kinds of businesses European Union funding can target and arguments why these options are economically viable.
