
I was a very pleased recipient of a signed copy of Jesper Hoffmeyer’s Biosemiotics: An Examination into the Life of Signs and the Signs of Life (2008) which I obtained at the Semiotic Society of America meeting in Houston, Texas, during those momentous and therefore unforgettable weeks when the stock market crashed. Within the first 30 pages, however, I became a puzzled reader, as the first example of the significance of signs in Biosemiotics is ‘the semiotics of a slap’ – based on human activity – while the first example of organization in an eco-niche, the indirect mutualism of bladderworts, gives no example of the contribution of semiosis to mutual causality. Why human semiotics, first of all, in order to illustrate biosemiotics in an eco-system? I suspected that herein lies an unresolved dilemma.

Metoda arheomagnetică de datare nu a cunoscut în România o evoluţie normală aşa cum s-a întâmplat în mai toate ţările dezvoltate din Europa, cu toate că au existat ceva preocupări în acest sens în anii 60-70. Rezultatul evident astăzi este că pentru întreg teritoriul României nu există date coerente asupra evoluţiei principalelor caracteristici ale câmpului geomagnetic terestru, în contrast destul de evident cu ţările învecinate. Înfiinţarea la Alba Iulia a unui modern laborator de datare precum şi realizarea unor legături cu specialiştii străini prin programe comune de cercetare şi pregătire sunt două obiective realizate, al treilea şi cel mai important fiind culegerea de date. România beneficiază de un important patrimoniu cultural care, în contextul dezvoltării economice accelerate de astăzi, este intens investigat prin intermediul a numeroase săpături preventive, de salvare şi nu în ultimul rând sistematice. Această situaţie nu poate decât să ajute demersurile noastre de culegere de date însă doar dacă arheologii sunt corect şi bine informaţi cu privire la existenţa acestui proiect şi asupra cerinţelor concrete ale acestei metode de datare în privinţa structurilor arse din care pot fi prelevate probe. Subiectul acestui articol este de a defini concret, fără a intra în detalii de metodă şi tehnici, tocmai acele caracteristici minim necesare pentru a se realiza o prelevare de date cu succes. Se face şi pe această cale apel la toţi arheologii care descoperă astfel de structuri în a contacta personalul laboratorului din Alba Iulia în vederea prelevării de probe ori de câte ori este cazul. În condiţii ideale, această analiză, în prezent gratuită ca urmare a finanţării din alte surse (un proiect CNCSIS pe trei ani), se poate finaliza, în folosul arheologului, chiar şi cu o datare a respectivei structuri, utilizând curbele de calibrare deja realizate ale Ungariei şi Bulgariei. Este esenţial însă să se colecteze cât mai multe astfel de date pentru a se realiza o curbă de calibrare proprie, adecvată teritoriului României, oferind astfel şansa unor datări mult mai precise în viitor.

An important aspect of the right to an equitable trial is that in penal matter, including the elements pertaining to the proceedings, should take place in a contradictory manner; there must be an equality of arms between prosecution and defence. In the same way, the necessity of ensuring the equitability of the proceedings carried out in a penal trial supposes that the judicial bodies have the obligation to carry out the penal prosecution and the trial respecting the procedural guarantees and the parties’ and procedural subjects’ rights.

As I assumed the introduction of the volume on behalf of the coordinators, I won’t enter into detailed analysis for each study, leaving room to your questions for the authors of the book. I will resume myself only to the general and ultimate intent of the book, and to some of its conclusions regarding the impact of the policy strategies’ in creating social and individual welfare in post-December Romania. The book provides an integrative vision about the social policy models in their dynamics, over the 30 years from the Revolution. In fact, the 16 studies, though independent, have the backbone of shared unity regarding the thematic structure and methodology. The studies, one by one, are an analysis of the sectorial social policies over the 30 years of transition, for outlining the specific profile of the policies in Romania as compared with the ones of the EU-member-states.

The importance of regional development is to improve the standard of living, the quality of life of citizens in a region/specific area and the country in general. The implementation of regional development as a public policy in the European Union implies the acceptance of the following principles: the respect of local selfadministration, the encouragement of partnerships of regional development between stakeholders at different levels of public administration; the stimulation and efficient use of initiatives in the regions; the support of ongoing development of potential regions.For Moldova, the regional development - since the liberal - democratic governance was established in September 2009 and till nowadays - has become an imperative assumed. Thus, Republic of Moldova had undertaken many actions in the implementation of regional development policy in accordance with the requirements of EU policies. However, we see that there are still problems such as: lack of experience, inadequate regulatory framework realities in regional development etc. In this way, the regional development in the context of decentralization requires that local authorities will become effective partners, both in the strategic planning process, and in the exercise of implementing projects funded national and international. The ability of local authorities to participate effectively in the development and implementation of regional projects needs an increasing their autonomy. The purpose of the present article is to analyze the existing opinions in the specialized literature, the judicial regulations regarding the status of local public administration in the Republic of Moldova and other countries. In conclusion, we will make proposals to modernize the legislation of the Republic of Moldova in this field, in order to successfully implement the policy of decentralization and local autonomy in our state, but also to ensure the increase of institutional capacity of local public administration and regional development policies.

In order to ensure the observance of the generic legal duty not to cause harm to another, to comply with a socially accepted behavior or with the law, but also to sanction the committed illegal acts, the social reality imposed that in the situation of committing illegalities committed by civil servants there is the possibility of bringing the state to civil liability, as a guarantee of compliance with the moral and legal imperative to repair the damage caused.In these conditions, the regulation of state liability corresponds both to a preventive behavior, in the sense that it has the role of discouraging non-compliant conduct by state representatives, contrary to law, but also to a sanctioner in the event of wrongdoing, compensating the victim by compensating.This type of liability has multiple applicability in the sphere of practical activity, the evolution of social life determining the need to attract the responsibility of the state in order to have a basis for respecting the rights of those harmed by committing illegal acts.

Improving the performance of an organization is based on identifying and understanding the functioning of governance structures and mechanisms. A successful organization achieves the best results in unpredictable moments, this cannot be achieved if it does not adapt to changes, does not take risks or if it is not flexible at key moments. The process of adapting an organization in the context of change can induce a process of evolution or involution. Change management can facilitate the elimination of risk situations and the maintenance of the organizational environment in a situation of balance, thus contributing to ensuring a continuous development.

This research article is devoted to the study of the emergence of mechanisms for regulating relations in the sphere of inheritance with the help of contracts in the Civil Code of the Ukrainian SSR of 1922. The only norm available in the Civil Code of the Ukrainian SSR of 1922, which provides the possibility of concluding a contract for the purchase and sale of shares in the inheritance, has been identified and analysed. Two norms which indirectly allow the possibility of settlement of inheritance relations with the help of contracts have also been identified. Based on the conducted research, the author of the article offers independent conclusions and opinions that the Civil Code of the Ukrainian SSR of 1922 already admitted the possibility of contractual regulation of certain elements of inheritance relations.
