In the escalation of the U.S.-China trade war, the EU is trying to remain neutral. However, the consequences of the conflict and the immediate risk of a trade dispute with the U.S. threaten the economic growth of the Union, strongly dependent on exports. This is especially true for the euro area. At the same time, protectionist measures taken by the U.S. mobilise the EU to accelerate work on concluding free-trade agreements with other partners.

W obliczu eskalacji wojny handlowej USA i Chin Unia Europejska stara się zająć neutralne stanowisko. Jednak konsekwencje konfliktu oraz bezpośrednie ryzyko sporu handlowego ze Stanami Zjednoczonymi zagrażają utrzymaniu tempa wzrostu gospodarczego w UE, silnie zależnego od eksportu. Dotyczy to zwłaszcza strefy euro. Jednocześnie środki protekcjonistyczne stosowane przez USA mobilizują UE do przyspieszenia prac nad zawieraniem własnych umów o wolnym handlu z innymi partnerami.

China Grapples with Changing U.S. Trade Policy

China strives to open foreign markets but sets limited access to its own market. The main challenge in this strategy is the current protectionist policy by the U.S., China’s largest trade partner. In September, the U.S. imposed additional tariffs on goods imported from China worth $200 billion. Apart from the introduction of retaliatory measures, China will try to mitigate the effects of the dispute in part by facilitating access to foreign companies. The aim is to limit the negative consequences of the dispute for the Chinese economy and secure the authorities’ positions.

Chiny dążą do otwierania rynków zagranicznych przy ograniczonym dostępie do własnego. Głównym wyzwaniem dla tej strategii jest protekcjonistyczna polityka USA – największego partnera gospodarczego ChRL. We wrześniu br. Stany Zjednoczone nałożyły kolejne cła na import z Chin o wartości 200 mld dol. Oprócz wprowadzenia ceł odwetowych, Chiny będą się starały złagodzić skutki sporu, np. ułatwiając działalność firmom zagranicznym. Stawką jest ograniczenie negatywnych konsekwencji dla chińskiej gospodarki i dla autorytetu władz.

The U.S. administration under President Donald Trump has completed the renegotiation of the trade agreement with Mexico and Canada. At the same time, it has escalated the tariffs battle with another important partner—China. The strategy of concluding new deals under the pressure of protectionist measures is meant to maximise the benefits for the U.S. at the expense of its partners. The Trump administration has been successfully implementing this policy, but in the long term, the trade conflict may hinder American enterprises, including those in the agricultural sector, and increase the trade deficit, in effect contributing to the decline of support for the Republicans and the president.

Administracja Donalda Trumpa zakończyła renegocjacje umowy handlowej z Meksykiem i Kanadą. Jednocześnie eskaluje wojnę celną z innym ważnym partnerem – Chinami. Strategia zawierania nowych umów pod presją środków protekcjonistycznych ma doprowadzić do maksymalizacji korzyści USA kosztem ich partnerów. Gabinet Trumpa na razie realizuje ten plan z powodzeniem, jednak w długim okresie konflikt celny może utrudniać funkcjonowanie amerykańskich przedsiębiorstw, w tym w sektorze rolnym, i zwiększać deficyt handlowy, a w efekcie przyczynić się do spadku poparcia dla republikanów i prezydenta.

Negotiations on the creation of common bank deposit insurance for the EU have been underway for more than three years. The deadlock is mainly due to Germany’s reluctance, afraid of the creation of a new financial transfer mechanism at the expense of its own economy. An opportunity for compromise is the December Euro Summit. If an agreement is reached, it would mean the finalisation of the banking union—a key area for the future of the eurozone.

The Arctic’s growing significance for Russia stems not only from the extraction and potential of the natural resources in the region but also the country’s strategic goal of taking advantage of rising maritime transport via the Northern Sea Route (NSR). To benefit from the region, Russia is developing its fleet of nuclear icebreakers and has leveraged Chinese investments in the region. Cooperation in the region seems to be advantageous for Russia to achieve its goals, but the growing dependence of Europe on transport via the NSR may help Russia achieve political goals as well.

By to osiągnąć, Rosja rozwija flotę nuklearnych lodołamaczy i infrastrukturę portową w Arktyce oraz pozyskuje chińskie inwestycje w tym regionie. Najkorzystniejsza dla Rosjan wydaje się kooperacja w Arktyce, możliwe jest jednak wykorzystanie rosnącej zależności Europy od żeglugi przez ww. szlak dla osiągnięcia celów politycznych.

Despite the significant reduction of irregular migration to the European Union, the number of migrants arriving to Spain is increasing. In the national debate on this issue, the Socialist government of Pedro Sánchez faces growing criticism from both the right and the left. Maintaining the current course in migration policy will require intensifying cooperation with Spain’s European partners. The Spanish authorities will reinforce the pressure on them to increase EU financial support for southern European countries and to find a European solution to asylum.

Władze Hiszpanii wzmocnią naciski w celu zwiększenia unijnego wsparcia finansowego dla państw południa Europy oraz znalezienia ogólnoeuropejskich rozwiązań azylowych.

The lack of progress in the Brexit negotiations noted at the June European Council (EUCO) demonstrated the limits of both the UK’s and EU’s negotiating strategies. The UK policy paper—“The Future Relationship between the United Kingdom and the European Union”—shows Prime Minister Theresa May's readiness to revise the British “red lines”. A positive response from the EU to the paper would significantly facilitate the continuation of the dialogue on the exit conditions. A negative response will fundamentally increase the likelihood of radical scenarios: significant concessions or a “no-deal” Brexit.

Dla dalszej adaptacji kluczowe będzie utrzymanie wiodącej roli USA, która może zostać osłabiona w wyniku narastających napięć transatlantyckich i rozdźwięków w amerykańskiej administracji.
