Rząd RP jako kandydat na członka wspólnego obszaru walutowego powinien wspierać rozwiązania budujące konkurencyjność Unii Gospodarczej i Walutowej.

Russia’s policy towards Georgia, Armenia and Azerbaijan combines poorly veiled threats of destabilisation (if any state dares to ignore Russian interests) with occasional offers of economic and military cooperation. Russia’s ability to influence security in the region is significant due to its instability. The result of Russia’s actions may be, among others, new incidents in regions controlled by separatists or threatened by separatism. The EU and NATO should develop their initiatives in the South Caucasus and in Georgia present a vision for further deepening of the country’s integration with the respective organisations.

Polityka Rosji wobec Gruzji, Armenii i Azerbejdżanu łączy słabo zawoalowane groźby polityczne z ofertami w sferze gospodarczej i wojskowej. Możliwości wpływu Rosji na bezpieczeństwo w regionie są znaczne ze względu na jego niestabilność. Skutkiem rosyjskich działań mogą być m.in. nowe incydenty w regionach kontrolowanych przez separatystów lub zagrożonych separatyzmem. UE i NATO powinny rozwijać swoje inicjatywy na Kaukazie Południowym, a Gruzji przedstawić wizję dalszego pogłębienia integracji z obiema organizacjami.

The terrorist threat to Poland from Islamic fundamentalists who conduct attacks in other parts of Europe is low. The arrival of Middle Eastern and African refugees in Poland does not have to alter this but will put a strain on security services’ resources as they monitor the new arrivals. This could hamper their ability to counteract another terrorist threat—foreign fighters involved on both sides of the Ukrainian conflict. Mindful of this threat, Poland should attempt to widen the scope of European counterterrorism measures, shifting from a sole focus on Syria and Iraq towards surveillance of foreign fighters travelling to or from Ukraine.

Polska jest w nieznacznym stopniu zagrożona działalnością organizacji terrorystycznych z kręgu fundamentalizmu islamskiego, które podejmują ataki terrorystyczne w innych częściach Europy. Przyjazd uchodźców z Bliskiego Wschodu i Afryki nie musi zmienić tej oceny, choć będzie równoznaczny z dużym zaangażowaniem polskich służb w obserwację nowo przybyłych. Może to ograniczyć ich zdolność do przeciwdziałania innemu zagrożeniu terrorystycznemu – ze strony zagranicznych bojowników walczących po obu stronach konfliktu na Ukrainie. Biorąc udział we współpracy antyterrorystycznej w ramach UE, Polska powinna zabiegać o to, by działania podejmowane w celu monitoringu osób wyjeżdżających na wojnę do Iraku i Syrii rozszerzono także o analogiczne przypadki wyjazdów na Ukrainę i powrotów z tego kraju.

Podpisana niedawno umowa mocarstw (P5+1) z Iranem zakłada bezprecedensowe ograniczenie skali i kontrolę potencjału nuklearnego tego kraju. Konsekwentna jej realizacja zmniejszy ryzyko budowy arsenału atomowego Iranu przez co najmniej 10–15 lat. Porozumienie jest rezultatem kompromisu USA w sprawie znoszenia sankcji w zamian za zamrożenie i redukcję wszystkich elementów irańskiego programu. Ze względu na swój techniczny charakter nie gwarantuje ono jednak podjęcia przez Teheran decyzji o reformach wewnętrznych, liberalizacji gospodarki lub zmianie polityki regionalnej. Nie dotyczy też programu rakietowego Iranu, co oznacza potrzebę dalszej realizacji planów obrony przeciwrakietowej USA i NATO, w tym instalacji w Redzikowie.

After more than 50 years of frozen relations, on 1 July 2015, the United States and Cuba announced the re-opening of embassies in each other’s capitals. The U.S.-Cuba thaw can also benefit the European Union’s relations with the island, which have been partly hindered by the American sanctions. The EU should enhance its contacts, mainly economic, with Cuba to support the U.S.-Cuba reconciliation and lead to the abolition of existing trade barriers that negatively affect European companies.

Po ponad 50 latach od zerwania stosunków dyplomatycznych, 1 lipca br. USA i Kuba ogłosiły ponowne otwarcie ambasad w swoich stolicach. Dalsza poprawa relacji amerykańsko-kubańskich może sprzyjać także rozwojowi kontaktów wyspy z Unią Europejską, które są nadal utrudniane, m.in. przez amerykańskie sankcje. UE powinna zacieśnić stosunki z Kubą, zwłaszcza współpracę gospodarczą, aby wspierać proces zbliżenia wyspy z USA i doprowadzić do likwidacji barier handlowych dotyczących również europejskich firm.

Pushing the Limits of Algeria’s Gas Exports to the European Union

Although Algeria has exported gas to the European Union for half a century, internal conditions in the country may transform it into an importer over the next decade. Both parties would rather maintain the status quo, in part because Algeria wants the income from these exports and also because the EU wants a diverse number of suppliers in light of the tense relations with Russia. However, the success of this endeavour depends on internal reforms and better investment conditions in Algeria. Moreover, on the EU side, there should be an emphasis on a reduction of domestic gas consumption as well as better access to Algerian gas throughout the continent via market integration with the Iberian Peninsula.

Choć Unia Europejska od pół wieku importuje algierskie węglowodory, uwarunkowania wewnętrzne Algierii sprawiają, że za kilkanaście lat sama może stać się importerem gazu. Obu stronom zależy, aby zahamować ten proces – Algierii ze względu na wpływy z eksportu, UE ze względu na dywersyfikację dostawców po pogorszeniu stosunków z Rosją. Będzie to jednak wymagało reform i lepszych możliwości inwestycyjnych w Algierii. Jej współpraca z UE powinna mieć na celu redukcję krajowego zużycia gazu, a także ułatwienie dostępu gazu algierskiego na kontynent dzięki integracji infrastrukturalnej Półwyspu Iberyjskiego z resztą Europy.

In the context of next year’s Warsaw summit, the implementation of the Enhanced Cyber Defence Policy requires not only a determination of the forms of collective response to different kinds of cyberattacks, but also strengthening of the Allies’ defence capabilities and further development of NATO’s assistance instruments.

On 10–11 June 2015, the EU–Latin American and Caribbean States summit will be held in Brussels. It will be an occasion to enliven the bi-regional dialogue that due to the eurozone crisis and the growing presence of China in the Americas, among other reasons, has been latent of late. Poland and the rest of the EU have a chance to strengthen cooperation with this region. The first steps toward this goal should be to complete negotiations of the EU–Cuba Political Dialogue and Cooperation Agreement and to sign new trade agreements (with Mercosur) and update existing ones (with Chile and Mexico).

Rządząca Partia Sprawiedliwość i Rozwój (AKP) najprawdopodobniej nie zdobędzie wystarczającej większości, aby wprowadzić silny system prezydencki bez wzajemnej kontroli i równoważenia się władz, a być może nawet nie będzie w stanie uformować samodzielnie rządu. Nowy skład parlamentu zależy od przekroczenia progu wyborczego przez Ludową Partię Demokratyczną (HDP) z obszernym programem prokurdyjskim. Zarówno rząd większościowy, jak i koalicyjny mogą nie przynieść oczekiwanej stabilizacji, ale z pewnością określą stopień centralizacji władzy przez prezydenta.

A System of Unconnected Vessels: The Gas Market in the Baltic States

An internally integrated gas market that is independent from Russia is a permanent element of the Baltic States’ energy policies. This goal in the regional dimension was to be achieved by the launch of an LNG terminal in Klaipeda, Lithuania, at the end of 2014. However, Latvia rejects the opportunity to import gas from Lithuania, and Estonia would benefit only slightly. Instead, to cooperate effectively, including in the implementation of joint infrastructure projects, all three act individually. This hinders the creation of a regional market and the EU should actively resist it.

Dążenie do budowy zintegrowanego i niezależnego od Rosji rynku gazu jest trwałym elementem polityki energetycznej państw bałtyckich. W wymiarze regionalnym miał się do tego przyczynić terminal LNG w Kłajpedzie, uruchomiony pod koniec 2014 r. Jednak Łotwa odrzuca możliwość importowania gazu z Litwy, a Estonia skorzysta na tym tylko w niewielkim stopniu. Zamiast współpracy, w tym realizacji wspólnych projektów infrastrukturalnych, kraje bałtyckie decydują się na indywidualne działania. Utrudnia to tworzenie regionalnego rynku, czemu powinna aktywnie przeciwdziałać UE.

The prolonged public protests in Macedonia aim to interrupt the undemocratic reign of Prime Minister Nikola Gruevski. However, the increasingly uncertain political situation in the country is also a challenge for the whole region and opens the door for international actors who are not interested in stabilising Macedonia through Euro-Atlantic integration. That is why the European Union should assist in a swift return of the country to the democratic transition path, which passes through a solution to the dispute with Greece over the name “Macedonia.”

Przedłużające się protesty społeczne w Macedonii mają na celu przerwanie niedemokratycznych rządów premiera Nikoły Gruewskiego. Jednak coraz bardziej niepewna sytuacja polityczna w tym kraju jest także wyzwaniem dla całego regionu i otwiera pole dla tych aktorów międzynarodowych, którzy nie są zainteresowani ustabilizowaniem Macedonii poprzez integrację euroatlantycką. Dlatego Unia Europejska powinna pomóc temu państwu w jak najszybszym powrocie na drogę przemian demokratycznych, która wiedzie przez rozwiązanie sporu z Grecją o nazwę Macedonii.
