The U.S. updated its National Security Strategy to reflect new threats from Russia and the so-called Islamic State. In response to Russia’s recent aggressive actions, the U.S is ready to increase its rotational military presence in Europe. However, in the long term, it will rely on the increased capacity of NATO to deal with the threats from different directions. To advance its security interests, Poland will have to strengthen the cohesion of NATO and make the most of the defence modernisation programme to further enhance its position in the Alliance and on the bilateral level with the U.S.

Nowa Strategia bezpieczeństwa USA uwzględnia nowe zagrożenia ze strony tzw. Państwa Islamskiego i Rosji. Chociaż USA zwiększają rotacyjną obecność w Europie, to w dłuższej perspektywie będą polegać głównie na zdolności NATO do działania. Polska, która została wymieniona w strategii jako państwo wzmacniające NATO, powinna umiejętnie wykorzystać program modernizacji sił zbrojnych do dalszego budowania swojej pozycji – tak w Sojuszu, jak i w relacjach z USA.

EU Security Sector Reform Requires Revision to Achieve and Maintain Its Goals

In recent years, the European Union has been increasingly active in promoting the idea of security sector reform. To date, the EU has launched a number of operations within the CSDP framework that have been devoted entirely to the implementation of it, mostly in African countries. Among the tasks of these missions has been to implement good governance rules, reconstruct the country’s security institutions (army, police, intelligence services and the like) and create mechanisms to prevent violence towards the most vulnerable groups. Despite the EU’s institutional and financial efforts, the achievements of these missions are rather modest and have little or no influence on the capabilities of these countries to protect their citizens from violence.

W ostatniej dekadzie Unia Europejska coraz aktywniej propagowała ideę reform sektora bezpieczeństwa. Do tej pory w ramach wspólnej polityki bezpieczeństwa i obrony prowadzono liczne operacje o tym mandacie, głównie w państwach afrykańskich, nastawione na: wdrażanie reguł dobrego rządzenia (good governance), odbudowę państwowych instytucji sektora bezpieczeństwa (wojska, policji, służb wywiadowczych itp.) oraz stworzenie mechanizmów ochrony grup społecznych najbardziej narażonych na przemoc. Pomimo instytucjonalnego i finansowego zaangażowania UE, efekty tych operacji są niezadowalające. Rzadko przyczyniają się one do lepszej ochrony obywateli objętych nimi państw.

Problems with the implementation of the Russian rearming programme were caused primarily by the failure of the local defence industry. The main challenges that Russia is facing in this area are not only connected with the breaking of cooperation with the Ukrainian defence industry, or with Western sanctions, but also with internal problems such as a lack of qualified young engineers and investment in research and development. Overcoming these difficulties will take time (at least a few years), and will need significant funding from the state budget.

Problemy z realizacją planu przezbrojenia rosyjskiej armii w dużym stopniu zostały spowodowane niewydolnością tamtejszego przemysłu zbrojeniowego. Związane są one nie tylko z zachodnimi sankcjami i zerwaniem współpracy z ukraińskim przemysłem zbrojeniowym, lecz także z problemami wewnętrznymi, takimi jak brak wykwalifikowanych młodych kadr czy inwestycji badawczych. Przezwyciężenie tych trudności będzie wymagało czasu (co najmniej kilku lat) i znaczących nakładów finansowych z budżetu państwa.

The survival of Russia’s political regime after the controversial parliamentary elections in 2011 is partially the result of the Kremlin’s efficient strategy to contain and preempt the emancipation of nonsystemic opposition. After several defeats in 2012–2013 in large cities, the authorities revamped efforts in 2014 to weaken the status of mayors in order to block the rise of opposition in urban areas. In the context of the 2015 economic crisis, the Kremlin has assembled a movement to intimidate and quash public protests orchestrated by opposition. In attempting to cement the regime until 2024, its leadership has cultivated bellicose patriotism aimed at reducing the recruitment pool for opposition. The prospects for Russian opposition are bleak unless it consolidates and retakes the initiative.

Rosyjski reżim polityczny przetrwał kryzys po wyborach parlamentarnych w 2011 r. w dużej mierze dzięki efektywnej kremlowskiej strategii przeciwdziałania opozycji pozasystemowej. Po porażkach w kilku dużych miastach w latach 2012–2013 (m.in. w Jarosławiu i Jekaterynburgu) władze podjęły działania osłabiające merów, by nie dopuścić do wzmocnienia opozycji na terenach miejskich. W obliczu kryzysu gospodarczego w 2015 r. Kreml stworzył ruch społeczny, którego celem jest zastraszanie polityków opozycyjnych. Władze opierają się na ideologii wojującego patriotyzmu. Szanse opozycji są niewielkie, chyba że uda jej się skonsolidować i skutecznie przeciwdziałać taktyce Kremla.

Japonia, trzecia największa gospodarka świata, jest ważnym partnerem handlowym Unii Europejskiej. Jednak ze względu na utrudnienia w dostępie do obu rynków, wspólny potencjał handlowy i inwestycyjny nie jest w pełni wykorzystywany. Negocjowana umowa o wolnym handlu ma przyczynić się do większej otwartości rynku japońskiego i unijnego, przede wszystkim dzięki zniesieniu barier pozataryfowych i obniżeniu wysokich ceł na wybrane towary. Porozumienie może sprzyjać zwiększeniu aktywności polskich firm na rynku japońskim, m.in. w sektorze rolnym czy transportowym, jak również na rynkach trzecich w kooperacji z japońskimi partnerami.

W marcu br. Europejski Bank Centralny rozpoczął półtoraroczny skup obligacji rządowych z rynku wtórnego, zwany obiegowo poluzowaniem ilościowym. Program taki, zastosowany już przez USA, Wielką Brytanię i Japonię, ma na celu ożywienie gospodarki. W UE został jednak uruchomiony zbyt późno, więc jego efekty do końca 2016 r. będą ograniczone. Dla Polski oznacza on wzmocnienie złotego względem euro oraz zmniejszenie oprocentowania krajowego długu.

Polityka zagraniczna stała się więc ważnym tematem kampanii wyborczej, a kształt przyszłej koalicji zyskuje dodatkowe znaczenie, bo decyzje następnego rządu zaważą na wizerunku Izraela na arenie międzynarodowej.

On 15 February, Kolinda Grabar-Kitarović, from the right-wing Croatian Democratic Union (HDZ), will replace social democrat Ivo Josipović, who has been in office for five years, as president of Croatia. The expectations of society relate primarily to an improvement in Croatia’s economic situation, but due to limited powers, the change of president will not cause any fundamental shifts. However, it can be expected that there will be implications for policy concerning neighbouring states, especially Serbia. The change in president is also a sign that the people of Croatia will broadly support the opposition in the parliamentary elections scheduled for later this year.

15 lutego br. Kolinda Grabar-Kitarović z prawicowej Chorwackiej Wspólnoty Demokratycznej (HDZ) zastąpi na stanowisku prezydenta Chorwacji socjaldemokratę Iva Josipovicia, piastującego ten urząd od pięciu lat. Oczekiwania społeczne dotyczą przede wszystkim poprawy sytuacji gospodarczej, ale ze względu na ograniczone kompetencje zmiana prezydenta nie wywrze znaczącego wpływu na sytuację wewnętrzną. Widocznych konsekwencji można się za to spodziewać w polityce wobec sąsiadów, szczególnie Serbii. Nowa prezydentura jest także sygnałem, że mieszkańcy Chorwacji zdecydują się na szerokie poparcie opozycji w wyborach parlamentarnych zaplanowanych na koniec tego roku.

From a Follower to a Rule-Shaper: Augmenting China’s FTA Policy

In Xi Jinping’s term, China has pursued active economic diplomacy. One of its manifestations has been free trade agreements. Apart from economic rationales—trade and investment creation effects— political considerations have played a role as well. FTAs build China’s leadership and establish its status as a rule-maker. Beijing’s concerns about two key trade agreements, TPP and TTIP, which will introduce new norms to the global economy, might be incentives for China to step up with ambitious agreements to avoid being bypassed. As China–EU FTA talks are not on the table, the Union should concentrate on an investment treaty with Beijing and engage China in multilateral WTO negotiations to address the EU’s demands.

Pod rządami Xi Jinpinga Chiny prowadzą aktywną dyplomację ekonomiczną, coraz chętniej negocjując umowy o wolnym handlu (FTA). Za ich pomocą chcą realizować swoje interesy gospodarcze, ale też polityczne. Obawy o to, że umowy TPP i TTIP staną się źródłem nowych zasad handlu międzynarodowego, skłaniają Pekin do zawierania ambitnych porozumień, dzięki którym będzie mógł uniknąć marginalizacji, proponować rozwiązania i wzmacniać pozycję kraju w gospodarce światowej. Ponieważ FTA UE–Chiny nie jest obecnie rozważana, Unia powinna skoncentrować się na negocjacjach umowy inwestycyjnej oraz angażować Chiny w wielostronne negocjacje porozumień w ramach WTO.

The United Kingdom plays a special role in countering terrorism in the EU, as it is one of the most threatened Member States, and a territory that is often used by terrorist networks to recruit new members and prepare new attacks. Due to this, the “Brexit” scenario, improbable as it is for now, means that other Member States, with less developed counterterrorist policies, must strengthen their cooperation with their British partners, especially in the light of the rising terrorist threat emanating from foreign fighters returning from the Islamic State.

Wielka Brytania odgrywa szczególną rolę w zwalczaniu terroryzmu w Unii Europejskiej, jako jeden z najbardziej zagrożonych członków Unii, a także państwo silnie wykorzystywane przez siatki terrorystyczne do rekrutacji nowych członków oraz przygotowywania zamachów. Dlatego groźba „Brexitu”, niezależnie od stopnia jej prawdopodobieństwa, wymaga od tych krajów UE, które nie mają rozwiniętej polityki antyterrorystycznej, zacieśnienia współpracy z brytyjskimi partnerami, zwłaszcza w sytuacji, kiedy stale rośnie zagrożenie terrorystyczne dla Europy ze strony powracających zagranicznych bojowników tzw. Państwa Islamskiego.

The peace negotiations between Turkey and the outlawed Kurdistan Workers’ Party (PKK) will enter a critical moment prior to Turkey’s general elections on 7 June 2015. Despite a mutual commitment to a political solution, the peace process is at risk of failure because it is vulnerable to several factors, including potential rifts within the PKK leadership, the threat of ISIS on the Turkish border and the upcoming elections, which the government wants to go ahead undisturbed. While cooperating in the fight against ISIS, the EU and the U.S. should support the peace process while also emphasising to Kurdish forces their commitment to the territorial integrity of the region.

The latest round of nuclear negotiations with Iran has been recognised as having made limited progress without bringing a compromise on the essential issues of the scale and quality of Tehran’s uranium enrichment any closer. Prolonged talks may yet end in either fiasco or success, however the development of a framework political agreement to bring forward the deadline for an agreement on technical details to July 2015 would be the optimal result. Only with the conclusion of these agreements would the possibility that the EU may gradually phase out its sanctions and more opportunities for bilateral contacts with Iran emerge.
