The Ethnic and National Minorities Committee of the Sejm have developed bilateral and multilateral international contacts that were caused of specific conditions of nationality and politics. The meetings on the field of cooperation of interparliamentary working groups and Inter-Parliamentary Union were most frequent and substantive. There were also other examples of international contacts: members of parliament's foreign trips, their participation in international conferences as well as the relations with diplomats accredited in Poland and with representatives of other states' national minorities.

Polish administrative reform, despite the passage of years, remains the subject of utes arising at different levels of public debate. Its purposefulness is sometimes questioned and the results are subject to critical evaluation mainly from residents of cities and regions that are believed to be disadvantaged by the transformation of local government structures. A good example of this problem is Legnica, which systemic position has changed after the loss of the status of the capital city of voivodeship. The question of the accuracy of that assessment, however, requires a comprehensive research beyond the capabilities of a single article. Undoubtedly, the analysis of changes in the systemic position of the President of Legnica, who is also the primary political actor and general manager of the city, is a necessary step on the way to in-depth evaluation of the previously mentioned problem. This article is intended to be a prelude to further analysis of formal and nonformal network of relationships determining the real power and political position of the municipal authorities. The purpose of this article is to trace the changes in the scope of competence of the President of Legnica and its relations with the other institutions. Included in the article introduction to network analysis and conclusions drawn from the analysis of key legal acts will be developed in further research.

This study is an attempt to investigate a theme of rivalry non-parliamentary parties and groups at regional level and tries show that the parties have a dysfunctional impact on the efficiency of the local overnment. In addition, paper attempts to penetrate _ Szczecin social world and the world of politics who form it (or try to form) and who enter into complex relationships with the reality and the complex relations between each other politics. As a remedy to the impact of the 'old' political parties at local government level may be provide an alternative option to stand - without the support of the party, as a nonpartisan politician. Acting in public, it happens that the candidate prefers to remain as independent figure, not associated with any political party. Politics, though it's a team game, is increasingly becoming a field for individual action. That political independence of candidates was presented on the example of activity of Malgorzata Jacyna-Witt. Politics can in fact deal with all those who are involved in the social life of their country. Politics not only seduces men - it attracts people of each sex. Also ladies in this area can realize their dreams and visions. In Szczecin live and work many wonderful, courageous women who acting for more than half of the local community want their voice heard and to have a real impact on their lives and their families in the city and the region. This paper seeks to answer the following questions: Is being nonpartisan has future or it is just a political aberration? What events have determined such attitude of politicians? Who gain the greatest impact on the local authority? Do non-partisan politicians manage to realize assumptions, guidelines on the political agenda? Is that formed system of government has been sustained, or will it require modification? The authors examined the issue of the diversity of governance in a situation when a candidate is independent politically and when represents a particular political party came to the following conclusions: the practice of public activity as a non-partisan politician has a future. In politics, local activists can operate outside the party, because such an attitude is the social capital that allows "taking matters into your own hands." Activity of Malgorzata Jacyna -Witt is a very good example of it.

The article presents a political thought and the activity of Ruch Odbudowy Polski (ROP). The party was founded in 1995. The basis of the foundation of the party was the popularity of Jan Olszewski in the presidential elections in 1995. In the political science ROP is classified as the party of independence. The characteristic values of this type of the party were: anticommunism, antirussian, decommunization, the teaching of the Catholic Church, independence and patriotism. Parties of this type appealed also to legacy of the Second Republic of Poland. In the presented article an author presents also the functioning of the youth organization of this party - Federacja Mlodych Ruchu Odbudowy Polski.

Despite the fact that the ownership transformations of the state-owned enterprises constituted an element of the system transformation in Poland at the end of 1980s, until Poland's accession to the European Union individual governments did not undertake actions aiming at the privatization of Stocznia Gdynia SA This resulted from the lack of the governments' uniform privatization concept in relation to the enterprise. Only in 2005, at the European Union's order, Polish government elaborated the strategy for shipyard sector covering years 2006—2010. Thereby, it may be stated that the actions of the Polish government aimed at the privatization of Stocznia Gdynia SA gained speed. The goal of this article is to present actions of the government of Donald Tusk, the Sejm of the Republic of Poland and the position of the European Commission in scope of the privatization of Stocznia Gdynia SA It includes an attempt to define causes and elaborate circumstances of its liquidation.

Foreign trade of Poland the fastest was developing with Georgia on the background of the South Caucasus countries. In 2001 foreign trade turnovers of Poland were greatest with Azerbaijan, but in 2012 with Georgia. In the period 2001-2012 overall Polish trade turnovers were higher with Georgia than Azerbaijan. It happened because it was not realized project to extend the Odessa-Brody pipeline to Plock and Gdansk which would enable in future to increase the purchase of fuels. Armenia exhibited weaker results in foreign trade with Poland. In 2001 share of South Caucasus countries in total trade turnovers of Poland accounted for 0.005%, and in 2012 it increased for 0.045%. Although trade exchange was characterized by an upward trend, it had not had a major impact on the economic situation of Poland.

Szczecin City Council was based on political parties in election between 2002 and 2010, what means that in previous elections preponderated party's electoral committees over illusory non-parties and non-parties. Councillor clubs established after the elections also have party character, because non-party councillor clubs have short-term identity. The strenght of parties in territorial self-government result from local-life complexity. Electors are voting on party's signboard which they equate with all-Poland electoral slogans and the most known political leaders. Local political party's committees are for voters more effective in meeting their needs. This thesis influence on territorial self-government constitution, its activity, voting results and potential coalition.

Certain elements of - widespread in Europa until the beginning of the 20. century - convictions for be collectively (nationally) elected can still be seen today in US foreign policy. The article tries to qualify the phenomenon, looking at it from the perspective of its adressees. While the principle of sovereign equality due to several cases of legally sanctioned inequality can hardly be used as a means of defense, for two other reasons there is ground for calmness in face of ideas of collective election: at first all those ideas will, as will any mythic ally founded narration, sooner or later disappear, especially, as they are regularly tied to phases of power expansion. Secondly, some changes in today's international politics - especially a progressing tendency towards regulation - increasingly impede the most painful expressions of collective election.

The article presents premises of the Promethean conception and its realization in the period of the II Republic of Poland. The author discusses the activity of the club „Prometeusz" and Instytut Wschodni in Warsaw. Cooperation of the Promethean movement with military intelligence and diplomacy was also presented. The work includes the analysis of ideas of the representant Promethean movement for example Wlodzimierz Bączkowski (1905-2000). In the last part of the text, author analyzed references to Prometheanism in the foreign policy of Poland after 1989.

After 1989, the Polish reason of state was the accession to the North Atlantic Treaty Organization and the European Union. After achieving this, it was necessary to redefine the reason of state. Polish reason of state on 1 May 2004 was focused on creating optimal conditions for the safe development of the state and society. The problem arises when the Polish reason of state becomes competitive to the other EU member states. This dispute is a theoretical as appearing in the statements of the representatives of the Polish reason of state government has been criticized by other members of the EU and practical when Polish reason of state is being transformed into concrete proposals for the EU. Until 2012, there were several such disputes, which usually ended in consensus. It should be noted that most of the disputes about the Polish reason of state at the EU appear when there is the desire to reform the institutional and functional EU as a whole.

In 2009 in Italy was founded new political group MoVimento Cinque Stelle (Five Stars Movement), whose leader is an actor and entertainer Beppe Grillo. The five stars concerns five very important questions as water as a public good, Internet, energy, garbage and health care. Beppe Grillo uses modern technology as Internet to diffuse his programme and to organise meetings with his followers. Also, he organised some big manifestations as "Vaffa Day" to show that old politics is corrupts and has come the moment to change it. In addition, he communicates by his blog and series of Meet-Up groups. The movement participated in local elections and every year was able to receive more votes and elect political representatives in regional and municipal councils. Now, the Grillo's movement is involved in the campaign to the Parliamentary elections. For now the elections polls give them third place.

This study is intended to present the regional social and economic development ofthe Overseas France in the Caribbean America and South America. Despite their integrity with the Republic and European Union such extra-metropolitan departments and regions as: Guadeloupe, Martinique and French Guiana, are classified as the poorest regions in terms of economic development. Efforts are undertaken to build their economic stability and sustainable society through supporting business competitiveness, modernization of agriculture, coexistence of research and business circles and development of the tourist sector. Based on Schéma Régional de Développement Économique, Stratégie Régionale de l'Innovation and putting under analysis selected social, economic, educational and technological projects, the article demonstrates practical utilization of specific strategies throughout the past decade. Through the term strategies" the author understands plans and projects approved and developed during the last decade, which, due to their scope, might only be streamlined in the long-term perspective. Albania, under Enver Hoxha's rule, was said to be the bloodiest regime in Europe. Without doubt, significant issue for every democratic state is to punish for Communist regime crimes. Nevertheless, lustration process launched by the Democratic Party came under fierce criticism from both local and abroad for its incompatibility with national and international laws. The European Union since the political crisis, which took place in 2007, caused by new amended lustration legislation, supports Albania's efforts towards stabilisation of democracy. The article performs an analysis of the lustration laws as well as selected activities undertaken by the EU in order to enhance democratic system and rule of law in Albania. It also describes changes made into the judicial system after the fall of Communism.

Contemporary societies exist in formulary systems of welfare shaped in individual countries over the past two centuries. Within the social policy in Europe the institutions of tangible benefits have their own long history and they are the subjects of developing researches. In the 20th century the social security systems of the European countries were built. The social security systems are the result of different historical, economic, demographic and cultural conditions. In spite of coordinating within the legal regulations, we have differences in the quality of the systems, various benefits and naturally there are differences in financial resources in the European Union. The exchange of information between authorities in Brussels and the Member States is an important aspect of coordination of social security systems in the European Union. Authorities of the Member States are to inform their Partners about changes in legislation and other administrative activities. The rules concerning security system coordination in the European Union must be obeyed by the authorities and administrative bodies, security institutions and the courts of the Member States. If legal regulations of a Member State are contrary to legal regulations of the European Union, the latter prevails. The social policy of the European Union regarding social security is one of the important projects, which shows the Member States guidelines for development. They are aimed at improving the standard of services, especially in the countries where social security systems require specific actions to be reformed.

The paper will present the key assumptions of the “National Programme for Counteracting Racial Discrimination, Xenophobia and Related Intolerance in Poland in 2004-2009”. This programme was developed as a response of the Polish authorities to the resolutions of the Durban Conference. Assumptions of the Polish Government underwent evaluation and control by the Commission on National and Ethnic Minorities of the Polish Parliament. In 2010, the Polish Government favourably evaluated its implementation. Members of the Polish Parliament, national minorities and non-governmental organisations participating in this programme were of the opinion that accomplishments and outcomes of the programme were modest, whereas elimination of hate speech, particularly in politics, popular culture and sports, would be difficult without a clear and reliable support from mass media, institutions, citizens and authorities at all levels.

Both organizations have been in conflict for years. However, it seems that for some time PiS 'escapes' from outdated today, sharing history and attempts to build a conflict at the level of Silesia-Poland. It focuses on the preparation of a conference of substance, less on addressing the controversy, having to pay attention to the speeches of representatives of RAS. However, we can assume that significantly different programs will result in future animosity of both communities, and the temperaturę of the dispute will depend only on the current position of the parties on the political scene.
