Government Protection Bureau as a uniform and armed organization was created on the basis of the act from 16 March 2001 on Government Protection Bureau. The organization deals with the issues within the public administration competence. It fulfils the duties contained in the catalogue of government administration ventures such as ensuring public safety and order and state security. Government Protection Bureau is a qualified formation realizing duties within the field of the security of constitutional organs and facilities crucial for state security. The tasks of the organization are defined in Article 2 of the above mentioned act on the Government Protection Bureau. Implementation of the statutory tasks concerning personal protection and protection of the facilities, taking into consideration dynamically changing threats to the safety, requires legal instruments and adequate preparation of the bodies cooperating during particular projects.

Paper treats about the possibilities for cooperation of the Police and other state security services with the private security sector in providing public security. A model of such cooperation is analyzed, based on a experiences of one of the higher officers of the Polish Police, as an example. author also shows the positive perspective for increasing of the public security that can be achieved by broadening the legal authorization for using coercion means and weapons by the security companies’ employees.

In recent years there has been concern connected with the practice of collecting classic forensic traces in crime scenes. apart from this there are some problems concerning their accessibility. The main factor which affects the possibility of disclosing evidence negatively is the decreasing quality of forensic activities. Moreover, poorly trained police officers do not usually know how to use tactically the information content of forensic evidence. During the preparatory proceedings problems connected with small value of detection of classic evidence appear. Also the significance of afis and genom databases decreases and obtaining reference material is becoming difficult. in such situations law enforcement authorities do not have to be helpless because, while committing a crime, memory traces of this events are formed in the mind of a perpetrator. they can be revealed objectively by polygraph examination aimed at excluding and confirming a person’s connection with the event. in many cases, however, there is no alternative for polygraph, which was presented in this article.

article concerns the issue of trace as a part of investigation, its importance for detecting crime and perpetrators. since the middle of 20th century, the palynological technique became a valuable source of information. For these reasons, the paper focuses mainly on the judicial (forensic) palynology. briefly the phenomenon of pollen and spores spectrum is presented, ways of its’ analysis, the value of obtained results and the scope of application. Examples of inquiry and judicial practices are given, although not only limited to the usefulness of palynology in investigations. in addition, scientific methods of palynology and the verification procedure are indicated.

Introduction: The aim of the research was to evaluate the relationship between selected body parameters and posture in a group of lower secondary school students. The formulated hypothesis assumed that body mass does not influence the posture of teenagers aged 14–16. Materials and methods: The research included a group of 73 students aged 14–16, including 42 boys and 31 girls. The research was conducted by means of a modern body posture computer analysis system – Zebris APGMS Pointer. Static indicators of body posture, as well as mobility and shape of the spine were analyzed as well. Results: The analysis of body built indicators has proven that there is not any statistical relationship between the distribution of body mass and the value of spinal curvature. What is more, it has turned out that there is a relationship between physical activity and the content of fatty tissue. Conclusion: Non-invasive monitoring of body posture as well as the parameters of body posture enables an early detection and correction of posture defects which influence human physical development and the quality of their life in the future.

Present unipolar international relations’ structure is a previously unknown situation. Authors present some aspects of the phenomenon discussed among scientists and scholars. Paper is focused on the following issues: arguments for long durability of unipolarity, and the benefits of the system – for the unipole and the lesser partners. Not only theoretical arguments are presented, but also the empirical data for different interpretations of unipolarity are presented. Article points out the conditions and legal foundations forming the mutual defence clauses enshrined in the North Atlantic Treaty and the Treaty of Lisbon. It also points out different philosophies in their wording and application options in practice. In the next part, the article defines the main aspects of mutual defence under the Common Security and Defence Policy of the European Union (CSDP). Subsequently, the article addresses the definition and phases of hybrid warfare and characterizes aspects of the CSDP in relation to Crimean crisis. Finally, article raises the question of whether the current Level of ambitions of the CSDP corresponds with the existing priorities of individual EU countries.

As the turmoil across the Middle East and North Africa (MENA) enters its fifth year, the role of Gulf countries in influencing the processes of change in the MENA region has evolved substantially. The Gulf Cooperation Council (GCC) states of Saudi Arabia, the United Arab Emirates (UAE), Kuwait, and Qatar have all developed assertive regional policies towards states in political transition and supported fellow monarchical regimes in Bahrain, Oman, Jordan, and Morocco. These policies have been crafted against the backdrop of rising uncertainty about the future role of the United States in the Middle East as the Obama administration „pivots toward Asia“, and deeper shifts in the structure and balance of geo-economic power. New approaches to issues of global governance are altering the parameters of engagement and multilateral cooperation as Gulf actors become further embedded in inter-governmental frameworks.

Article reflects elementary basics of Department of Peacekeeping Operations and its role in working process of United Nations. In text are also shown the basic attributes of tasks by Security Council of United Nations. One part concerns history of peacekeeping operations and the most famous peacekeeping operations in past. In the second part of article we are dealing with issues of new technologies and innovation for future, respectively recent peacekeeping operations. Authors concern the perception of ancient Japanese security culture model, created by the noble class of warriors – Samurai. Their security culture code was a constant model, composed from several Far Eastern philosophic and religious systems, and practiced for ages during the period of isolationism as well as in the modernization era of Meiji (19th century). Its modern version was used by the management of Toyota concern to create an unique and highly-effective model of production. This model, based on fourteen rules, is an universal one, used by companies form different sectors with great benefits.

The authors of this article aimed at emphasizing the most significant issues related to the broad concept of multicultural education. The inspiration came from the fact that current federation of European countries – European Union – has made a multilateral progress during recent 10 years. The ensuing implications concern the diversity of cultures within societies of the Union member countries. The article displays an outline of the role that needs to be fulfilled by teachers of adults called andragogue teachers. As such they assume responsibility for unequivocal and uniform coexistence of all people within the European Union despite social, cultural, economic, and political discrepancies. The role of andragogue teachers is becoming a cornerstone of European education. Their professionalism derived from desirable competence and appropriate personality determines the consolidation of multicultural awareness among societies. Consequently, it leads to peaceful coexistence of diverse European cultures considering the rules of humanism, democracy, solidarity, and mutual tolerance. Hence andragogics should constitute the ultimate educational objective for European Education. According to authors, the content of article may encourage further investigation and development of andragology concept.

There are many factors that significantly influenced the Japanese attitude towards the Jews. Certainly, the most important are: more than 250 years of isolation and cultural dissimilarity, mainly in terms of religion. Within a short space of time, after Japan was forcefully opened to the outside world – with knowledge of art, literature, technological achievements and political and social changes – the Japanese learned about European opinions of the Jews, including the religious ones. However, it did not have an impact on the Japanese attitude towards the Jews. Political developments in the late 1800s and early 1900s created an image of the Jew as an influential person with a great ability in finance management. Japanese elites were convinced that loans granted by Jewish banks contributed to the victory over Western power – Tsarist Russia. Western politicians realised then that Japan has become an important player on Asian political scene. What influenced the Japanese attitude towards the Jews were accusations of inciting chaos in the world – for instance the Russian Revolution of 1917. The Japanese became more cautious, especially when it came to the basic premises of the so-called Fugu Plan but it did not change Japanese-Jewish relations. This attitude preserved even during the times of the Japan’s seemed-to-be close cooperation with the Third Reich – although other countries would tighten their policies towards the Jews.
