This report explores the opportunities for a Quadruple Helix Approach where business, public sector, research/ academic centers and civil society organizations interact to accelerate the transfer of innovative social welfare solutions in regional chains. It analyzes the historical perspective and outlines the roles of the participants, creating and exchanging innovative practices for the social integration of the risk groups. Because of personal observations, participation in discussions, workshops and projects, the author presents summarized results of Bulgarian practices and provides guidance for strengthening cooperation in the regional innovation system.

The static picture of the rule of law, which almost always imposes itself as the main one, we shall try to depict in its live flow, which is some-how or other put aside. And that flow is of such kind that it shows continual conceptual and practical transformation of the rule of law. Let us mention but a few examples of that transformation over the past two centuries: liberal rule of law, socialist rule of law, cultural rule of law, welfare state, neo-liberal rule of law, supranational rule of law, international rule of law, all the way up to a possible world rule of law, which are announced together with the establishment of the transhuman society with one and the same rule of law. It may look like the circle is closing. And it took only a little over two centuries of practicing those ideas in the most developed countries around the world.It is obvious that the rule of law is a fragile creation. It is exactly byway of that fact that it is rendered possible to explain its accelerated two-century long transformation which can result in its likewise accelerated disruption and revoke. Today, the rule of law is increasingly more distant from the values and needs of daily human life, despite the privileged nominal and normative treatment. This is done with the intention of creating a transhuman, i.e. a dehumanised society and the law. In such society people exist for the purpose of technocratically built law, and not the law for the people.

The reports in the "Euromonitor" series aim at independent and objective monitoring of the implementation process of the Republic of Moldova - European Union Action Plan. The actions adopted and implemented by both signatories of the Plan will be monitored quarterly. The action plan is a complex document, structured in 7 chapters, which provides for the implementation of about 300 actions, some defined more or less precisely, others very ambiguous. Unable to monitor such a complex document, the authors of "Euromonitor" focused on priority actions, identified in the Action Plan itself.

The path to a market economy and the withdrawal of the state from many areas of economic activity has given rise in the transition period to several adverse social phenomena such as unemployment, poverty and other elements that have, in turn, negative effects on the educational, cultural and in general affects the quality of life of the population. Not to mention the declining capacity of the state to support vulnerable groups such as pensioners and people with disabilities at a decent level. // Even if the transition to a market economy meant reducing the role of the state in the economy, however, the deficiencies of market mechanisms and their inability to self-regulate or to meet the full spectrum of societal requirements, involve finalizing those social policies. Children are explicitly targeted by social policy in Belarus, as child-related benefits constitute a major part of the public direct transfers. Despite this, households with children are among the social groups most vulnerable to the risk of absolute poverty and multidimensional poverty in Belarus. This paper seeks to inform the understanding of the distributional impact of taxes and public spending on children in Belarus. The analysis reveals that current child benefits system is geared towards supporting the families with children aged 0-2, which leads to crucial gaps and shortfalls in coverage of the most vulnerable groups: households with three or more children, single-parent households, and children aged 6-9. Besides, households with children often bear a heavier-than-average tax burden as compared to the general public. Therefore, the design of the social assistance to the households with children needs improvement, in particular, by means of development of targeted social assistance and introduction of vulnerable group-specific benefits for, inter alia, households with three or more children, and single-parent households.

According to the last Romanin census in 2011, the persons aged 65 and over represent 16.1% of total population. A Presidential Committee report es¬timates that the five million persons aged 65 and over will represent, at the middle of the century, 30% of the country’s population, i.e. third times more than in the early 1990s (Presidential Admin-istration, 2009). // Aging is usually associated with a decline in activity or with entering inactivity, with higher depen-dency on healthcare and social services and often with a more precarious economic situation. This has economic implications, as well as an impact on the organization and functioning of society. // This paper is intended as a brief overview of the situation of older persons in Romania. The follow¬ing analysis will focus on the economic and social inclusion status of older persons, as well as on the access of the elderly to the labor market.

The problems of ensuring the availability of energy for the population, which is one of the most important aspects of achieving the Goal "Ensuring access to affordable, reliable, sustainable and modern energy sources for all" among the Sustainable Development Goals of Ukraine for the period up to 2030. Given the European integration vector of development of our country, the current trends in ensuring the availability of energy for the population in the EU member states and Ukraine are analyzed. The institutional features of identifying and combating energy poverty in EU member states, key issues of implementation of EU legislation and implementation of foreign experience in Ukraine to ensure access to energy for the population are identified. // Designed for experts, scientists, specialists in the fields of public administration, economics, social development and national security, civil servants, representatives of public organizations and anyone interested in ensuring access to energy for the population and combating energy poverty.

O podacima o posledicama epidemije po javno zdravlje sam pisao tri puta. Sredinom maja prošle godine i dva puta u februaru ove godine. Podaci su neinformativni. Jer je broj obolelih veliki, dok je u odnosu na zaraženost, da tako kažem, broj umrlih mali. Pogotovo je mali u odnosu na stopu umrlih koja je prošle godina značajno povećana, a tako je i u januaru ove godine. Broj umrlih od virusa je oko jedne četvrtine povećanog broja umrlih u prošloj godini (u odnosu na petogodišnji prosek), a oko polovine u prvom mesecu 2021.

The financial data for 20161 year prove that financial intermediation is impaired by some structural deficiencies, although banks accumulate excess liquidity, these still remain relatively expensive, with low maturity and finally unattractive to the real economy. In these conditions, to recover and develop, the financial system needs modern mechanisms and tools, in particular long-term financial resources that could support long-term investment projects. Moreover, amid relatively short maturity of bank deposits, low interest of companies in capital market and limited access to foreign capital markets, private pension system is still the most viable solution for long-term development of financial resources. // Thus, we find that although the pension system reform has recently intensified, it does not provide any incentives for development of the private pension system, and this study seeks to bring back to the public attention the importance of the private pension system, the gaps hindering its development, and solutions to strengthen social equity and provide a decent life in the post-active period. Also, some long-term liquidity is needed, resources collected through private pensions could also be a starting point for development and modernization of the domestic financial market.

Za studente preddiplomskog sveučilišnog studija socijalnog rada terenska praksa je obvezan kolegij na drugoj, trećoj i četvrtoj godini studija, te na diplomskom sveučilišnom studiju socijalnog rada. Terenska praksa se provodi na oba sveučilišna studija, prema strukturiranom programu koji je određen prema kolegiju ili području iz kojeg se praksa izvodi. S obzirom na ECTS bodove, terenska praksa iznosi na preddiplomskoj razini 2 ECTS boda, a na diplomskoj 8 ECTS bodova. Ukupna satnica terenske prakse na preddiplomskom sveučilišnom studiju socijalnog rada iznosi 350 sati, a na diplomskom sveučilišnom studiju socijalnog rada 120 sati

Temeljni propis koji pruža okvir za pružanje socijalnih usluga u Republici Hrvatskoj jest Zakon o socijalnoj skrbi (NN 18/22). Prema navedenom zakonu, socijalne usluge predstavljaju „aktivnosti namijenjene prepoznavanju, sprječavanju i rješavanju problema i poteškoća pojedinaca i obitelji te poboljšanju kvalitete njihova života u zajednici“ (Zakon o socijalnoj skrbi, 18/22, čl. 70). Socijalne usluge se prvenstveno priznaju kao izvaninstitucijske usluge i to na temelju sveobuhvatne procjene potreba korisnika, rizika i snaga obitelji te u skladu s individualnim planom promjene, s ciljem osnaživanja i bolje socijalne uključenosti korisnika, odnosno njegove obitelji (Zakon o socijalnoj skrbi, 18/22, čl. 73). Što se tiče trajanja pružanja socijalnih usluga, ono ovisi o potrebama korisnika te može biti privremeno ili tijekom duljeg razdoblja (Zakon o socijalnoj skrbi, 18/22, čl. 72). Važnost socijalnih usluga u svojim dokumentima ističe i Europska komisija, koja ih prepoznaje kao alat za sprječavanje diskriminacije, stvaranje jednakih mogućnosti i dostojanstvenog života, bez obzira na životne teškoće te poziva da se pri provedbi socijalnih usluga stručnjaci vode načelima solidarnosti, dostupnosti, sveobuhvatnosti i individualizacije (Commission of the European Communities, 2007., prema Berc i sur., 2020.)

U današnjem vremenu u kojem znamo koliko je mentalno zdravlje važno, savjetovanje ili psihoterapija nisu više strani pojmovi kao nekada, pa tako često možemo čuti da je netko nekome predložio da porazgovara s nekim stručnim ili je išao na razgovore kako bi si pomogao. Savjetovanju / psihoterapiji37 kao obliku podrške zasigurno je pridonijela i pandemija uzrokovana virusom Covid–19, koja nas je suočila s nizom novih izazova u ponašanju i razumijevanju svijeta u kojem živimo. Pandemija je učinila vidljivijima poteškoće s kojima su se pojedinci i/ili obitelji dotad suočavali, na sebi svojstven način, i kao da ih je izoštrila, imenovala i ukazala na ono što bi bilo korisno mijenjati. Pokušavajući razumjeti globalnu pandemiju, mogli smo naučiti puno toga o sebi kao i koliko je važno psihičko zdravlje. Tako u posljednje vrijeme bilježimo porast zanimanja za savjetovanje ili psihoterapiju u privatnim psihoterapijskim praksama i u javnom zdravstvenom sustavu. Iako je hrvatski zdravstveni sustav dostupan svima, u praksi bilježimo da takvu uslugu u zdravstvu ipak koriste osobe slabijeg imovinskog stanja i češće oni koje se na takav korak ne bi odlučili sami, već na primjer nakon poticaja liječnika. Pripremajući ovaj tekst razmišljala sam kako opisati rad socijalnog radnika u ulozi savjetovatelja i psihoterapeuta u zdravstvu u sadašnjim životnim i društvenim okolnostima i zaključila sam da se moj posao odvija u kontekstu puno različitih izazova, kojih ni sama ponekad nisam svjesna.

Socijalna skrb organizirana je djelatnost od javnog interesa čiji je cilj pružanje pomoći socijalno ugroženim osobama, kao i osobama u nepovoljnim osobnim ili obiteljskim okolnostima (Zakon o socijalnoj skrbi, NN 18/22, 46/22, 119/22, čl. 3.). U okviru socijalne skrbi, profesija socijalnog rada određena je osnovnim djelatnostima kao što su: osnaživanje pojedinaca, obitelji, grupa i zajednice te razvoj njihovih sposobnosti za samopomoć, poticanje socijalnih promjena, razvoj kvalitetnih i dostupnih socijalnih usluga, promicanje socijalne kohezije, zastupanje osjetljivih i obesnaženih društvenih skupina te otklanjanje zapreka s kojima se ljudi susreću u ostvarivanju svoje socijalne sigurnosti. Također i djelatnostima postizanja socijalno pravednog društva koje je zasnovano na humanizmu i ljudskim pravima koje svim svojim članovima omogućava dostojanstven život (Zakon o djelatnosti socijalnog rada, NN 16/19, 18/22).

According to their purpose, they are subdivided into small vehicles, passenger ships and hotel ships, cargo ships and container ships and tankers. Depending on the transported cargo, they are for bulk cargo, passenger cargo, self-propelled cargo, mixed, special purpose - scientific, navigation, military. Fire safety requirements vary from vessel to vessel. The publication examines the features and differences of fire safety for seagoing ships and inland waterway vessels.

Many different professions and members are involved in the provision of health services. In addition, in addition to different equipment and pieces of equipment, many different types of medicines and consumables, in short, many different inputs need to be used. The fact that these inputs require high costs brings the financial dimension of management to the forefront in health enterprises, especially in hospitals. In order to achieve the desired results before, during, and after the financial activities of health enterprises, the issue of budgeting and budgeting, which includes financial planning and planning, execution, supervision, and evaluation activities in this context, has a very important place. In this study, the concepts of budgeting and capital budgeting are examined in the theoretical framework and the place and importance of the concepts in the context of health enterprises and health services are revealed.
