Turkey became involved in the internal conflict in Libya as the main supporter of the Government of National Accord (GNA) led by Fayez al-Sarraj because of Turkish decision-makers’ conviction of Libya’s key role in securing Turkey’s interests in the Eastern Mediterranean. The Turks want to engineer a new status quo in which the resolution of regional disputes without their participation will not be possible. They also want to use their actions in Libya to gain new instruments of pressure on the EU.

Tensions in China-Sweden Relations: Conclusions for the EU

At the end of 2019, relations between China and Sweden deteriorated. The dynamics of bilateral contacts decreased and China threatened Sweden with limits on economic cooperation. The immediate reason was that the Swedish PEN Club gave a freedom-of-speech award to a Swedish citizen who is detained in China. The Chinese pressure on Sweden is similar that applied to other EU countries, such as the Czech Republic or Denmark. This pressure is calculated to force the countries to abandon criticism of human-rights violations in China and forego restrictions on 5G cooperation with Huawei, thus strengthening China’s negotiating position ahead of two meetings in the EU format this year. This requires not only reactions from the Member States but also from EU institutions.

Napięcia w stosunkach chińsko-szwedzkich: wnioski dla UE

Pod koniec 2019 r. pogorszyły się relacje chińsko-szwedzkie. Spadła dynamika kontaktów dwustronnych, a ChRL zagroziła Szwecji ograniczeniem współpracy gospodarczej. Bezpośrednim powodem było przyznanie przez szwedzki PEN Club nagrody wolności słowa przebywającemu w chińskim więzieniu szwedzkiemu obywatelowi. Chińskie naciski na Królestwo Szwecji są podobne do tych stosowanych wobec innych państw UE, np. Czech i Danii. Obliczone są na odstąpienie od krytyki praw człowieka w Chinach i ograniczeń we współpracy przy 5G, a więc na wzmocnienie pozycji negocjacyjnej ChRL przed dwoma szczytami z UE w tym roku. Wymagają tym samym reakcji nie tylko państw członkowskich, ale i instytucji unijnych.

That’s because cultural and historical ties evoke in Bulgarian society special sympathy for Russia and the authorities see nothing in the threats arising from the Russians’ aggressive policy. They consider the country a key partner in Bulgaria’s energy sector. Bulgarian-Russian cooperation may deepen the divisions in the European Union’s policy toward Russia.

New Coalition Resolves Political Crisis in Italy

Italian Prime Minister Giuseppe Conte resigned on 20 August. The government of the Five Star Movement (M5S) and the League collapsed because of Deputy Prime Minister Matteo Salvini’s preference for early elections. His party, the League, leads in polls; however, the fears of a League government, seen as potentially deepening the conflict with the European Commission (EC) and weakening the economy, spurred the creation of a coalition between M5S and the Democratic Party (PD). The new government will stop confronting EU institutions and openly criticizing the EU sanctions against Russia.

Koalicja Ruchu Pięciu Gwiazd z Partią Demokratyczną jako rozwiązanie kryzysu rządowego we Włoszech

20 sierpnia br. premier Giuseppe Conte podał się do dymisji. Upadek rządu Ruchu Pięciu Gwiazd i Ligi był następstwem dążenia wicepremiera Matteo Salviniego do przeprowadzenia przedterminowych wyborów. Według sondaży Liga, której jest on liderem, miała szansę na zwycięstwo. Jednak obawy przed jej rządami, pogłębieniem konfliktu z Komisją Europejską i kryzysem gospodarczym doprowadziły do powstania nowej koalicji M5S z Partią Demokratyczną. Zmiana rządu oznacza odejście od konfrontacyjnej postawy Włoch względem instytucji UE i od otwartej krytyki sankcji UE przeciwko Rosji.

Russia’s Return to the Parliamentary Assembly of the Council of Europe

Under pressure from Russia, the Parliamentary Assembly of the Council of Europe (PACE) has restored to the Russian delegation rights which had been limited under sanctions imposed after the annexation of Crimea. It did this despite the fact that, contrary to previous resolutions, Russia has neither withdrawn from Crimea nor ceased to destabilise eastern Ukraine. The PACE concession was opposed by delegations of some Central and Eastern European countries, including Poland. Close coordination of their activities may create an opportunity to limit Russian representatives’ other rights.

Pod presją Rosji Zgromadzenie Parlamentarne Rady Europy przywróciło rosyjskiej delegacji jej prawa ograniczone w ramach sankcji po aneksji Krymu. Stało się tak, mimo że wbrew wcześniejszym rezolucjom Zgromadzenia Rosja nie cofnęła aneksji i nie przestała destabilizować wschodniej Ukrainy. To ustępstwo wzbudziło sprzeciw delegacji części państw Europy Środkowej i Wschodniej, w tym Polski. Ścisła koordynacja ich działań może stworzyć szansę na ograniczenie innych praw przedstawicieli Rosji.

U.S.–Iran Tensions: Implications for the EU and NATO States

Tensions between the U.S. and Iran are rising due to the American government’s “maximum pressure” policy and actions by the Islamic Revolutionary Guard Corps (IRGC). After Iran’s ultimatum of May 2019 to the other signatories of the nuclear agreement went unheeded, the country suspended compliance with some of the deal’s provisions. The steps it took are not likely significant enough to result in U.S. preventive strikes on Iran, but there is the growing likelihood that both sides will continue to act just below the threshold of open conventional conflict. The frequency of tension-increasing events may continue to rise to the end of President Trump’s current term, implying a number of challenges to the diplomacy of the EU and NATO states.

W wyniku amerykańskiej polityki „maksymalnej presji” i aktywności irańskich Strażników Rewolucji rosną napięcia między USA a Iranem. Gdy upłynęło ultimatum Iranu z maja br. wobec pozostałych sygnatariuszy umowy nuklearnej, zawiesił on wykonywanie części jej postanowień. Nie jest to równoznaczne z przejściem USA do realizacji scenariusza uderzeń prewencyjnych przeciw Iranowi, rośnie natomiast prawdopodobieństwo działań obu stron poniżej progu otwartego konfliktu. Napięcia mogą utrzymać się do końca obecnej kadencji prezydenta Donalda Trumpa, co postawi dyplomacje państw UE i NATO przed nowymi wyzwaniami.

Chechnya’s Significance to Russia’s Internal and Foreign Policy

The actions of the head of the Chechen Republic, Ramzan Kadyrov, towards the neighbouring republics of the Russian Federation have increased tensions in the North Caucasus region. The Russian authorities tolerate Kadyrov’s policy because of the significance of Chechnya to Russian politics in the Middle East and the fight against terrorism. Kadyrov remains loyal to Russian President Vladimir Putin, who is the most important guarantor of the Chechen leader’s position. However, in the long run, once Putin leaves office, the Chechen Republic may attempt to gain independence.

Władze rosyjskie tolerują politykę Kadyrowa ze względu na istotne znaczenie Czeczenii dla rosyjskiej polityki na Bliskim Wschodzie i walki z terroryzmem. Czeczeński przywódca pozostaje lojalny wobec prezydenta FR Władimira Putina, który jest najważniejszym gwarantem jego pozycji. Jednak w dłuższej perspektywie, po odejściu Putina od władzy, republika może podjąć próbę uzyskania niepodległości.

The Crisis in the Government Coalition in Italy after the European Elections

The huge win for the League and the poor result of the Five Star Movement (M5S) has led to conflict within the coalition. The League’s leader, Matteo Salvini, is trying to impose his party’s programme on the government. However, its proposals run counter to the European Commission’s (EC) expectations. The EC has warned Italy it may enact the excessive deficit procedure (EDP) to hold the country’s budget in line. Salvini’s hardline position, though, increases the risk of a government collapse and early parliamentary elections.

Jednak jego postulaty są sprzeczne z oczekiwaniami Komisji Europejskiej (KE), która grozi wdrożeniem wobec Włoch procedury nadmiernego deficytu (EDP). Bezkompromisowa postawa Salviniego zwiększa ryzyko upadku rządu i przeprowadzenia przedterminowych wyborów parlamentarnych.

The Turkey-U.S. Dispute over Use of Russian S-400 System

At the end of May, Turkish soldiers began training on the S-400 defence system, purchased by Turkey from Russia. This was followed by a negative reaction from the U.S., which implemented countermeasures. The U.S. is urging Turkey to withdraw from the transaction, signalling that it will lead to a negative re-evaluation of bilateral relations. The problems in relations with Turkey may induce the U.S. to deepen its alliance with Greece and could lead to tensions within the transatlantic community, as well as weaken Turkey’s involvement in NATO.
