The most likely scenario for the end to this conflict—the Syrian government’s victory—creates a set of political risks to the EU: legitimisation of the undemocratic regime in Syria, engagement in highly politicized reconstruction projects that do not contribute to the improvement in living standards of Syrians, and granting Russia political gains without it also accepting adequate responsibility for the fate of Syrian returnees.

Increased Tensions in Kashmir: Consequences for India and Internationally

The deteriorating security situation in the Indian state of Jammu and Kashmir is becoming a growing challenge for India. Reports on violations of human rights are increasingly publicised. The mass protests of the Kashmiris against the Indian authorities are not weakening, and the risk of escalating conflict between India and Pakistan is increasing due to more frequent exchange of fire on the border. It is unlikely that peace in the region could be brought about in the near future. Kashmir will therefore remain a source of internal instability in India, a flashpoint in the conflict with Pakistan, and an increasing problem for EU relations with India.

Masowe protesty Kaszmirczyków przeciw indyjskim władzom nie słabną, częstsza wymiana ognia na granicy z Pakistanem niesie ryzyko eskalacji konfliktu indyjsko-pakistańskiego. Mało prawdopodobne, żeby w najbliższym czasie udało się zaprowadzić pokój w regionie. Kaszmir pozostanie zatem źródłem niestabilności wewnętrznej Indii, punktem zapalnym wojny z Pakistanem i coraz większym problemem w indyjskich relacjach z UE.

Iran after the Protests: A False Stability

The protests in Iran underscored both the requirement for deep economic reforms and the tensions in the Iranian ruling elite. President Hassan Rouhani’s reform proposals may generate further tensions, and the result of reforms may influence the shape of the Iranian political scene in the longer term. Although the protesters criticised Iran’s engagement in Middle Eastern conflicts, it is unlikely that the authorities will decide to limit it. Yet, the Iranian government will strengthen efforts to ensure an EU guarantee for the nuclear deal.

Chociaż protestujący krytykowali irańskie zaangażowanie w konflikty bliskowschodnie, jest mało prawdopodobne, aby doszło do jego ograniczenia. Iran zintensyfikuje za to zabiegi o gwarancje UE dla porozumienia nuklearnego.

30 września upłynęły dwa lata od rozpoczęcia przez Rosję operacji militarnej w Syrii. Dzięki rosyjskiemu wsparciu syryjskie siły rządowe zwiększyły kontrolę z 20% do niemal 50% terytorium państwa. Zaangażowanie militarne Rosjanie wykorzystali do wzmocnienia swojej pozycji na Bliskim Wschodzie. Posłużyło też do sprawdzenia w warunkach bojowych sprzętu, systemów dowodzenia i działań większości rodzajów rosyjskich sił zbrojnych.

Seria ataków pakistańskich ekstremistów w Indiach w 2016 r. doprowadziła do kryzysu w relacjach indyjsko-pakistańskich. Wzajemne zarzuty o wspieranie terroryzmu i możliwość kolejnych zamachów stwarzają ryzyko otwartego konfliktu. Rywalizacja ta negatywnie wpływa na współpracę regionalną i stabilizację Afganistanu. Przyczyniła się także do proliferacji broni jądrowej i do wzrostu zagrożeń terrorystycznych. Pokój w regionie zależy głównie od podjęcia przez Pakistan zdecydowanych działań antyterrorystycznych. Jednak bardziej prawdopodobnym scenariuszem jest kontynuowanie stanu kontrolowanych napięć.

Pięć lat po obaleniu Muammara Kaddafiego w 2011 r. Libia jest dziś drugim po Syrii najbardziej zdestabilizowanym państwem arabskim, z wieloma lokalnymi ośrodkami władzy, 2 tysiącami skonfliktowanych bojówek, rozrośniętym przemytem ludzi i rozbudowującymi swoje struktury organizacjami terrorystycznymi: Al-Kaidą i tzw. Państwem Islamskim. Jeśli proces unifikacji władz libijskich pod auspicjami ONZ się nie powiedzie, leżąca zaledwie 450 km od brzegów Europy Libia może w bieżącym roku stać się nowym ośrodkiem działalności dżihadystów (co zwiększy zagrożenie terrorystyczne w Europie) oraz głównym szlakiem migracji, jeżeli droga przez Turcję i Grecję zostanie zamknięta.

Konflikt Turcji i Rosji związany z ich sprzecznymi interesami na Bliskim Wschodzie pogłębia podział Kaukazu Południowego na dwa bloki. Turcja zacieśnia współpracę polityczną i gospodarczą z Gruzją i Azerbejdżanem, Rosja zaś – współpracę wojskową z Armenią. Sytuacja ta, choć niesie wyzwania w sferze bezpieczeństwa, paradoksalnie może przynieść korzyści gruzińskiej i azerbejdżańskiej gospodarce, m.in. poprzez rozwój wymiany handlowej z Turcją. UE i Turcja powinny koordynować politykę wobec Kaukazu, m.in. w kwestii zamrożonych konfliktów, wzmocnienia regionalnej integracji gospodarczej i rozwoju projektów energetycznych.

Trzy miesiące rosyjskiej operacji wojskowej w Syrii pokazały nie tylko rosnące zdolności ekspedycyjne rosyjskich sił zbrojnych (w szczególności lotnictwa), ale również ich słabości – przede wszystkim związane z brakami sprzętowymi i problemami logistycznymi. Przedłużające się działania będą wprawdzie coraz większym wyzwaniem dla rosyjskiego budżetu, jednak dla armii stanowią okazję do testowania sprzętu i uzbrojenia nowych typów. Nie wpłyną także na zmniejszenie zaangażowania w Donbasie. Równocześnie powodzenie operacji będzie istotne dla wzmocnienia rosyjskiej pozycji podczas rozmów pokojowych w Syrii, co może się przełożyć na wzrost znaczenia Rosji nie tylko na Bliskim Wschodzie, ale i na arenie międzynarodowej.

Russia’s policy towards Georgia, Armenia and Azerbaijan combines poorly veiled threats of destabilisation (if any state dares to ignore Russian interests) with occasional offers of economic and military cooperation. Russia’s ability to influence security in the region is significant due to its instability. The result of Russia’s actions may be, among others, new incidents in regions controlled by separatists or threatened by separatism. The EU and NATO should develop their initiatives in the South Caucasus and in Georgia present a vision for further deepening of the country’s integration with the respective organisations.

UE i NATO powinny rozwijać swoje inicjatywy na Kaukazie Południowym, a Gruzji przedstawić wizję dalszego pogłębienia integracji z obiema organizacjami.

Turkey’s Peace Process with the PKK Faltering

The peace negotiations between Turkey and the outlawed Kurdistan Workers’ Party (PKK) will enter a critical moment prior to Turkey’s general elections on 7 June 2015. Despite a mutual commitment to a political solution, the peace process is at risk of failure because it is vulnerable to several factors, including potential rifts within the PKK leadership, the threat of ISIS on the Turkish border and the upcoming elections, which the government wants to go ahead undisturbed. While cooperating in the fight against ISIS, the EU and the U.S. should support the peace process while also emphasising to Kurdish forces their commitment to the territorial integrity of the region.

The reluctant co-aggressor. Minsk’s complicity in the war against Ukraine

Since the beginning of Russia’s aggression against Ukraine, the Republic of Belarus (RB) has made its territory and its military, transport and logistical infrastructure available to the Russian army. However, the Belarusian army is not taking part in the hostilities. Alyaksandr Lukashenka’s regime is reluctant to become directly involved in the war, which results from anti-war sentiment among the country’s elite and the majority of the population, and out off ear of the domestic destabilisation which would most likely occur should the Belarusian army enter Ukraine. Therefore, Lukashenka is making attempts to avoid such a scenario: he regularly denies rumours that the Kremlin is putting pressure on him, and has stressed that the main threats to Belarus include alleged acts of provocation and aggressive behaviour from NATO. At present, there are no indications that the Kremlin intends to send Belarusian troops to take part in the war; it seems satisfied with the current format of cooperation between the two countries. Russia’s main task for Belarus, as part of the Regional Group of Forces, is to provide cover for its own forces, while the Belarusian army itself is unprepared to launch offensive actions. The most likely short-term scenario involves Minsk continuing to provide multifaceted support to the Russian army without directly dispatching its own troops to Ukraine.

Putin’s neo-totalitarian project: the current political situation in Russia

As the invasion of Ukraine began, the totalitarian ambitions of the Putin regime were revealed on a larger scale than ever before. These designs have been reflected in increased repression, the unprecedented encroachment of the state into the private lives of citizens, the growing ideologisation of the public discourse, and top-down efforts to mobilise public support for the war. The regime is dismantling the previous semblance of pluralism that had existed within the ruling elite. There is no sign of a coming split within the political establishment and business circles, while society is demonstrating great adaptability to the realities of armed conflict. Even forced deployments of citizens to the frontline have not met with any significant resistance. This situation is likely to continue unless Russia suffers a crushing military defeat in Ukraine. It should be assumed that Vladimir Putin will run in the presidential election scheduled for March 2024 and build his legitimacy on the myth of ‘defensive war’ against the West.

Safe skies? Air defence on NATO’s northern, eastern and south-eastern flank

The Russian aggression against Ukraine has highlighted the crucial role of air and missile defence in modern full-scale conflicts. A multi-layered, adequately saturated and integrated system is necessary to provide cover for troops, and also to protect the critical infrastructure and major population centres of the countries on NATO’s northern, eastern and south-eastern flank. These countries, along with Sweden and Finland, have varying levels of air defence protection, but none of them are currently sufficient in themselves, and the ongoing efforts to build multi-layered air defences leave much to be desired. Only some of these countries are in the advanced process of modernising and building up their capabilities. There are also some whose systems provide only rudimentary protection, and which have no plans to develop them adequately or are unable to do so for financial reasons. This poses a problem more broadly for the Alliance as a whole, as the critical infrastructure in these countries – which will be used for military purposes in case of a NATO operation – is insufficiently protected.

The majority of the population actively supports the actions of the Ukrainian armed forces and the authorities, and there are relatively few cases of collaboration with enemy forces in the occupied territories. However, the lack of prospects for a quick end to the war may weaking the determination to resist. That is why it is important to provide support directly to Ukrainian society, including humanitarian aid.
