The quality of law covers all normative acts and not only the law as a normative act adopted by the Parliament. The quality of law is a complex concept used both at the doctrine level and at the jurisdictional level, designating the material and formal criteria, which a normative act must fulfill. The absence of these criteria generates legal uncertainty, which is contrary to constitutional principles such as legal certainty, the supremacy of the Constitution, the principle of legality, the rule of law. In addition, the ambiguity of the normative act affects the rights and freedoms of citizens.
