The article describes a software management system developed at the Institute of Mathematics and Informatics, BAS, for the creation, storing and processing of digital language resources in Bulgarian. Independent components of the system are intended for the creation and management of bilingual dictionaries, for information retrieval and data mining from a bilingual dictionary, and for the presentation of aligned corpora. A module which connects these components is also being developed. The system, implemented as a web-application, contains tools for compilation, editing and search within all components.

In the last decade, there has been a significant increase in the number of papers related to machine learning and the application of machine learning in various fields of science. Belmonte et al. observed that between 2010 and 2018, the growth in the number of papers related to machine learning topics and big data was exponential. They analysed 4240 scientific publications from the Web of Science citation database [1]. Xu et al., in the analysis of publications in the International Journal of Machine Learning and Cybernetics, noted that from 2010 to 2017, the number of publications, the cooperation rate, the total number of authors, and the degree of cooperation had shown an increasing trend [2]. Dokic et al. analysed the publication of papers in which deep learning is applied in the field of agriculture and noticed that the first papers were published in 2014, and in the second half of the second decade of the 21st century, exponential growth in the number of published papers was observed [3].The objectives of this paper are primarily to analyze the literature related to the application of deep learning in apple growing, to propose the division of these papers depending on the area, and to analyze the observed trends in publishing papers related to this topic. In the analysis, only papers published in scientific journals were considered, and the condition is that they be found in the citation databases of the Web of Science or Scopus. The second section gives a brief overview of deep learning and its development and a presentation of the importance of apple growing in agriculture. The third section is an overview of papers that use deep learning methods and solve some problems in growing apples. The third section is divided into four parts, depending on the area the paper deals with. The fourth section is a discussion and conclusion.

The purpose of the article is to carry out a comprehensive analysis of the document flow of the city council and to develop models that will highlight the internal processes of electronic document flow after its implementation in the institution. The research methodology consists of the study of scientific works that highlight the methods of electronic archives and the storage of electronic documents in them, the analysis of the state of the city council in the implementation of information technologies in the work process of the institution and the selection of the necessary software, studying the economic possibilities of the institution and the prospects of using their electronic products in the field of document management. The scientific novelty consists in expanding the understanding of the need to modernize the document flow in state institutions of Ukraine, in particular in the city council, by analyzing the prospects of such innovations, detailing the internal processes of the electronic archive, and choosing a technological solution to the set goals. Conclusions. The transfer of state institutions to electronic archives will make it possible to speed up the processes of document circulation and save on the provision of physical archives. The implementation of online solutions for document management is becoming an increasingly common phenomenon because Ukraine is digitizing at a rapid pace, but problematic sectors remain, such as institutions in small towns and villages. The process of implementing electronic archives based on professional systems costs a lot of money, however, if the community does not have the necessary funds, it can be implemented completely free of charge with the help of Google Sheets. The system of electronic archives will allow institutions to work not only more efficiently, but also more safely because in times of war, there are always risks for employees, so if necessary, access to the system will be from any place where there is access to the Internet.

The purpose of the article is to determine the main directions of information culture transformation in the space of modern libraries in the context of the challenges of the modern digital age. The methodology of the article is based on the combination of a systemic approach, which enabled the analysis of information culture as a multifunctional phenomenon, the involvement of logical, epistemological and ontological approaches in the systemic analysis contributed to the problem-theoretical understanding of the phenomenon under study. The basis of the work is the use of the following general scientific research methods: logical method - when building the research structure; analytical method - when understanding the interrelationships of different levels of information culture; semantic method - when clarifying the content of concepts; comparative analysis - to identify essential features of various scientific approaches to the analysis of the problem of digital competences of library workers; the methods of analysis, synthesis and generalization are used in the process of highlighting the most important aspects of information culture in the space of the library. The scientific novelty of the work is that: The work analyzes the essence of information culture as a dynamic multifunctional phenomenon, reveals its essential features in the context of the development of the modern digital age. In particular, 1) the competence features of information culture in the ethical, moral and legal plane are revealed; 2) the concepts of "information culture", "digital culture", "information literacy", "digital literacy" in relation to the library sphere are distinguished; 3) the content of digital competences of library workers in the conditions of modern challenges is clarified. Conclusions. Modern information culture in the space of the library can be presented as a system of standardized measures for digitization, preservation, popularization and communication to users of the set of material and spiritual values created by mankind, which appear as its knowledge potential, and is implemented by increasing the level of digital competencies of library workers. The information culture of the digital age is a dynamic phenomenon aimed at constant improvement and raising the level of digital competences - technological, educational, logical-intellectual, preservation of human dignity and human rights in ensuring equal opportunities for self-realization.

The purpose of the article is to analyze the main directions of dissertation research by Ukrainian scientists regarding the use of innovative technologies in libraries, with an emphasis on libraries for children. The research methodology is based on the use of general scientific (analysis, synthesis, generalization, etc.) and special research methods based on the specifics of the scientific task (bibliographic, information analysis, descriptive content analysis, etc.). The scientific novelty of the study consists in highlighting the main directions of dissertation work on the use of information technologies in libraries for children, with an outline of the prospects for further research. Conclusions. The main task of the modern library is the constant expansion of its activities. In the conditions of digitization of society, access to them should be obtained by anyone who has a computer or other technological device connected to the Internet, and accordingly - to the library network. Therefore, in a modern library, in particular, a children's library, a wide variety of digital elements and resources are increasingly offered for use, all that is necessary for adaptation to new technologies and to meet the dynamic needs of users. The library should not oppose digitalization, but on the contrary - unite with it, the use of digital technologies should become a normal and necessary condition of its services. All these aspects of transformational changes should not only be taken into account in the activities of the library for children, but also actively studied within the framework of librarian science. At the moment, it is possible to note sufficient articulation in the dissertation works of Ukrainian scientists of the main aspects of informatization, which is considered the foundation of the development of digital technologies. However, the latter has not yet received significant attention in the work of librarians. In addition, it is worthy of attention to study the main directions, functions and components of digitalization of libraries for children, which, in our opinion, as high-tech multimedia environments involving the tools of the information and communication approach are able to implement the main tasks of the socio-cultural mission - socialization, inculturation, formation of interest in reading and teaching.

The purpose of the article is to study the influence of modern strategies for the popularisation of children’s literature through the prism of the influence of digital transformations on reading experiences. The research methodology are based on the use of general scientific methods of analysis, synthesis, content analysis of modern literature. The scientific novelty lies in the fact that the coexistence of modern digital technologies and the development of the children’s book market has been traced, the possibilities of Ukrainian and world publishing houses in addressing the possibilities of augmented reality technologies, working with the Internet, virtual reality have been highlighted. Conclusions. Monomedia, multimedia, and polymedia publications play an important role in the modern space of children's electronic literature. They contribute to the development of children's attention through the use of a number of interactive and digital technologies. Therefore, the strategic directions of popularisation of children's literature in the context of digital changes should be the development of electronic literature, the use of augmented and virtual reality technologies, the creation of educational applications and special programmes for reading books. It is important to create new, high-quality library environments with free access to information and serving readers in a comfortable space. This should be based on the use of information and communication technologies. Consequently, this study demonstrates that the use of digital technologies can be a productive and positive factor in the popularisation of children's literature. They complement the traditional reading experience, empower, offer new ways to engage with content, foster diverse skills and motivate children and young people to read.

In this paper we are dealing with a specific approach to academic book study. We discuss the academic disciplines that deal with it (bibliology, bibliography and librarianship) pointing at the same time to the necessity of an introduction of the paradigm of the polymorphous book science, given that the aforementioned disciplines are not only intertwined but fully integrated and that a single perspective in the study of books is inadequate. Providing bibliographic and catalogue descriptions, managing holdings (especially those containing old and rare books), procuring copies and determining how rare a book is, establishing its exact edition and describing it properly – all this is impossible if one assumes a position within one field only. We point out that the academic and professional approach to book research in our region is reduced to cultural history or the ISBD standard, and in reponse to the question “what should we learn about working with books?,” we propose changing the curricula and programs of both academic and professional exams. It is necessary to introduce a new paradigm that can answer “what is activity” and “what is science”, “where is the science in librarianship” and “where is librarianship in science”, “which academic spheres (should) have a library” and “which book as its subject of study”, and finally, “what is a book?” The science of the 21st century has found answers to these questions in the concept of multidisciplinary book academia, which has the book as a medium as its subject of study. Therefore we believe that the introduction of such a concept would be a responsible move for our academic community – both towards the heritage that should be preserved and described, and towards students who need to be given the knowlegde they need for that result. It is up to us, that we – recognizing the complex nature and universality of the subject “book” and following modern science that has already placed academic book research in the intersection between bibliology and mediology – move from narrowly specialized, differentiated approaches of the subject to integrating our knowledge about it. We also believe that this must be done within the framework of a science that will deal with books, both their etymology, genealogy, evolution and archeology as well as their function in society and human life. And from whose name, according to the title of this paper, will be clear what this science is about.

Aim. Digital technologies support learning, so the search for innovative approaches is ongoing. The aim of the research is to study the role of digital technologies in developing research competencies of future Doctors of Philosophy (PhDs). The aim was achieved through the Likert scale, calculation of the variability coefficients, the level of acquired knowledge and Cohen’s kappa coefficient, correlation index. Methods. Continuous study of the methodological foundations of scientific research was provided through the iSpring Market, and Comindwork online programmes. Learning English involved using the BBC Learning English application, while OpenLearning was used to develop knowledge on the dissertation topic. Results. It was determined that the respondents who studied pedagogy, psychology, social work (Group 1) expanded their basic knowledge the most (21%). Respondents who studied journalism (Group 2) developed autonomous learning (23%). The future PhDs acquired knowledge in three subjects at a high level, contributing to developing professional competencies. Conclusions. The practical significance of the research is in developing training for PhDs with the use of digital technologies. The research prospects are related to comparing the effectiveness of training of first- and second-year PhDs as a result of the use of innovative technologies.

The Law on Archives defines the basic rules for the organization and function of the archival service in Albania, the institutions that perform this service, as well as their legal obligations for the creation, preservation and use of archival assets, as part of the national heritage. The state archives administer and preserve the inherited documents as well as the archival documents of the local state institutions of the governing bodies, which operate within the respective administrative-territorial unit. Archival search tools are open and free for everyone. The purpose of this study are the opinions for the changes in the law on archives and the law in the protection of personal data, on the functional progress of the two institutions and on the adoptions in the relevant articles, not hindering the service to citizens and not infringing the personal data of individuals others. Article 63 states that: Archives protect the intimate life of the person. It is prohibited to recognize, use and publish documents that contain data of a personal nature and violate the private life of the person. Documents that contain data of a personal nature and affect the intimate life of the person are served only after 50 to 150 years have passed, as the case may be, from the date of their creation. But does this point of the law conflict with Chapter II of Law No. 9887 dated 10.03.2008 “On the Protection of Personal Data”?

The article is dedicated to modern forms of library information available on the Internet, in particular on the biggest and the most popular video streaming service – YouTube. The text is an attempt at these forms typology; they will be profiled with regard to their three functions: informative, propagandistic and educational; as well as to a type of statement forms. The analysis provided of the content on YouTube, looking for the presence of library information multimedia forms, permitted to determine five most popular types of multimedia library information. In the introductory part the definition of the multimedia and of multimedia library information development will be discussed.

The last decade has shown a rapid development of interdisciplinary research on visualization of information (Infovis). In bibliology, the first person to become interested in these methods was a pioneer of science-metrics, E. Garfield, who introduced the term “science-grams”. In creation of “science-grams”, or maps of science, are involved IT specialists and bibliologists, computer specialists and science specialists, as well as specialists on presentation of information and graphic designers. This article aims at presenting the possibilities of using Infovis as a new field of research in information sciences through a series of examples of visualization for the collection of metadata, that come with bibliographic descriptions of documents available in Polish digital libraries. The results of the analyzes of metadata the authors presented in graphical form, choosing the technique of visualization according to the data type (number, text, date) and according to context analysis. The targets of data visualization: detection of quantitative changes on a graph, showing the geographical spread of the data, the disclosure of intellectual and social relationships, and effective communication of the idea of the experiment, are described in detail and illustrated.

Evaluation, which is an important part of the design process of a digital library, is essential in the process of improving the functionality of the library and recognition of users needs. The article presents an analysis of Polish and foreign literature, published mainly between 2000 and 2012, on evaluation of digital libraries, including the concepts of selections of digital library’s elements for evaluation, and also on criteria and methods of evaluation. The user- and system-centered approach to digital library evaluation were described. Among the presented evaluation methods, the user interface usability evaluation was highlighted as a popular and frequently used method, especially in researches conducted abroad. Additionally, user interface usability evaluation methods and holistic model of digital library evaluation were presented. The literature analysis includes researches conducted by Saracevic, Blandford, Borgman, Buchanan and Salako, Chowdhury and Chowdhury, Fuhr, Hang, Jeng, Kelly, Kochang, Janiak and Krakowska, Xie, Tsakonas, Kapidakis and Papatheodorou.

The aim of the author of the article was to draw attention to the new opportunities the librarian teachers are offered when working with gifted high school pupils and preparing them for the Library Science and Information Olympics. Did the teachers manage the challenge of preparing young people for the management of information? Research method was applied to obtain the answer. The purpose of the research, which the author set herself, was to describe the knowledge and information literacy of particularly gifted high school pupils, being prepared by the librarian teachers to participate in the finals of the Library Science and Information Olympics in the school year 2014/15. To achieve it, both the survey method and the competence test, developed for this purpose, were applied. The questionnaire, containing questions to determine the respondents’ degree of the Olympics test’s questions difficulty, was addressed both to high school pupils and their teachers. After the data had been collected, the comparative method to verify assessing the scale of the difficulties of the same tasks by two groups - students and teachers, was planned to be used. Conclusions from the study: the librarian teachers prepared pupils for the tasks related to the management of information - the test was completed, taking into account all students, in 68%.

The article presents a definition of documentation culture understood as the motivations, attitudes and behaviours of the authors and users of documentation that occur during its planned and effective creation, gathering, storing, compiling, and sharing by using methods and rules of complex management of documentation by means of tools, techniques and technologies that are available. The article points out that the notion of documentation culture is linked with the notion of the social information order which is an essential part of the social infrastructure of a country as well as supranational and international structures. It also points out that the notion does not have its stable place in the typology of cultures nor in the hierarchy of different categories of culture. The author shows the relation between documentation culture and the information culture, IT culture, organizational culture as well as material and spiritual culture. In the summary, the author states that documentation culture is the part of culture whose creations are passed to the next generations as cultural heritage.

Technological progress accompanies the modern man in practically every area of life. Over the last several decades, it has entered libraries and revolutionized their activity on an unprecedented scale. The new electronic media, using multimedia technology, have ”created” new, improved possibilities of gathering knowledge and spreading information. They are distinguished by the variety of forms and tools. Used adequately, they foster intellectual growth. They facilitate the perception of phenomena, objects, and processes truthfully, taking into account the characteristics of the perceived reality, and without limiting the perceiver to the reality of nowadays. Animation and virtual techniques can zoom in on objects and phenomena distant in time and space. This attractiveness of the forms of eternalizing and distributing knowledge, used by modern libraries, affects also the evaluation of their previous – fossilized – image. Opening new possibilities to libraries, new technologies also create new challenges and demands, mainly for the librarians and the librarian training institutions. Using modern multimedia technologies, unfortunately, still entails significant expenditure and requires adequate aptitude, which allows the librarian to use skilfully the modern hardware and software. Thus modern librarian training should also include the subject of new technologies and prepare the students to use and adequately employ the newest achievements of multimedia technology. Essential knowledge on the subject is included in this article, which presents the elementary notions, tools, and techniques connected with the new multimedia technology, useful not only for a librarian, but also for a teacher. In the article, special attention is paid to the video technique; it is a multimedia form of presenting information which in the most effective and spectacular manner uses nearly all the advantages of multimediality. Attention is drawn to e.g. the value of film as an information, propaganda and education tool. Emphasis is put on the intellectual, cognitive-educational and motivational aspects of a video presentation, and on the advantages and possibilities of employment of the technique, also in a library. The presented reflections and remarks are to a large extent rooted in the scientific and didactic experience of the author and in classes conducted with the students of Scientific Information and Library Science at the Pedagogical University of Krakow.

This article presents an analysis of the quality and usefulness of information from randomly selected websites of the Małopolska libraries. On the basis of a wide choice of the subject literature, a synthesis of the problems concerning the development of the internet in the historical context and the use of internet in libraries was conducted. The beginnings of automatization in libraries abroad and its development in Poland were described. The questions of usefulness of library websites and their role as a modern tool of information in contacts with contemporary readers were discussed more elaborately. A detailed analysis of the websites of Małopolska libraries was conducted, with the use of research questions prepared especially for this article. The analysed subjects included the identification of an institution, and updating, usefulness and quality of information. The structure and navigation of the analysed websites were described, together with the efficiency test and speed test of the e-mail services in contacts with the clients. Statistical techniques were used to create an in-depth analysis of the research results and to supply the collected data with commentaries.

This paper investigates the effect of spatial divisions and their demarcations on the formation of networks and the inadequacies of specific policy implementations in mitigating marginalization processes. Despite the controversies surrounding numerous theoretical premises, the center-periphery model remains widely accepted. Implications of these ideas by synthesizing critical findings from a vast array of prior literature using a comprehensive bibliometric analysis have been clarified. Innovation and a readjustment of regional policy are required to address the disparities between the center and the periphery. Regional development policies of the European Union aim to reconcile the socioeconomic chasm between prosperous and peripheral regions. The localization theory of regional development provides insights into the spatial distribution of firms, the dispersion of economic prosperity, and the potential for future growth. These insights provide valuable perspectives on regional policies and the factors that influence the geographical distribution of economic activity.
