The dam on the Blue Nile in Ethiopia will be the largest in Africa, and one of the world’s largest hydropower installations. Egypt has been protesting against its creation since 2011, fearing that it would run out of water for its population and agriculture after the construction of the dam. Now, close to the start of operations to fill the dam, the parties to the dispute are close to concluding an agreement decreasing the risk of conflict.

The Significance of the Pro-U.S. Stance in Brazil’s Defence Policy

Since his inauguration in January 2019, President Jair Bolsonaro has prioritised strengthening ties with the United States. His right-wing government considers the U.S. a key partner in defence cooperation and aspires close contacts with NATO. By developing these policy directions, Brazil aims to speed up the modernisation of its military, increase its defence capabilities, and expand its national arms industry to strengthen the country’s international position. The Bolsonaro administration is also interested in defence cooperation with the Visegrad Group, which may lead to enhanced Polish-Brazilian relations.

In the Eastern Mediterranean, the U.S. pursues its goals in the areas of energy and security through cooperation with Greece, Israel, and Cyprus. Challenging the U.S. goals is competition from Russia, Iran, and China, while strained relations with Turkey have become problematic. To neutralise these obstacles, the U.S. may seek to increase the involvement of non-regional NATO members on the Alliance’s Southern Flank. Together with the EU, they can also take action to reduce Russia’s influence in regional energy matters.

Dlatego będą się starały zwiększyć zaangażowanie członków NATO spoza regionu na południowej flance. Wspólnie z UE mogą też podjąć działania na rzecz ograniczenia wpływów Rosji w regionalnej energetyce.

Consequences of the U.S.-China “Phase-one” Trade Agreement

The trade agreement between the U.S. and China, the so-called “phase one” deal, that entered into force on 14 February, obliges China to increase purchases of U.S. products, strengthen the protection of intellectual property, and facilitate access to the Chinese market. It does not eliminate the tariffs imposed by either side since 2018 but reduces uncertainty in the global economy. Most of the solutions will have a negative impact on third countries. The de-escalation of the dispute with China gives the U.S. the opportunity to increase trade pressure on the EU.

Porozumienie handlowe tzw. pierwszej fazy między USA i Chinami, które weszło w życie 14 lutego br., zobowiązuje ChRL do zwiększenia zakupów amerykańskich produktów, wzmocnienia ochrony własności intelektualnej i ułatwienia firmom z USA dostępu do chińskiego rynku. Nie eliminuje ceł nałożonych od 2018 r. przez obie strony, ale zmniejsza niepewność w gospodarce światowej. Dla podmiotów z państw trzecich większość rozwiązań będzie miała negatywne skutki. Deeskalacja sporu z ChRL daje też Stanom Zjednoczonym możliwość zwiększenia presji na UE.

The U.S. Trade Deal with Japan: Commerce in the Service of Politics

By limiting the scope of the trade agreement with Japan, the U.S. finalised negotiations on the deal in 2019 and implemented it on 1 January this year. The U.S. mainly wanted to reduce the effects of the fall in agricultural exports, due to retaliation duties imposed by China. President Donald Trump will present the agreement in his re-election campaign as an economic achievement, and his Japanese counterpart Abe Shinzo will utilise it to ease tensions with the United States. The agreement will not limit EU exporters' access to the Japanese market, but it may be used by the U.S. as an argument for increasing pressure on the EU.

Umowa handlowa USA–Japonia: handel w służbie polityki

Dzięki ograniczeniu zakresu porozumienia, administracji USA udało się w 2019 r. zakończyć negocjacje umowy handlowej z Japonią i wprowadzić ją w życie 1 stycznia br. Stronie amerykańskiej zależało głównie na zmniejszeniu skutków spadku eksportu produktów rolno-spożywczych, spowodowanego nałożeniem ceł odwetowych przez Chiny. Donald Trump w kampanii wyborczej będzie przedstawiać porozumienie jako osiągniecie gospodarcze, a Abe Shinzo posłuży ono do łagodzenia napięć z USA. Umowa nie ograniczy unijnym eksporterom dostępu do japońskiego rynku, ale może być jednym z argumentów dla administracji USA do zwiększenia presji na UE.

The Czech National Investment Plan for 2020-2050: Plans for Infrastructure Development

In December 2019, the government of Andrej Babiš presented the National Investment Plan (NIP) for 2020 to 2050. The core of the plan, which also aims to bring image benefits to the ruling Action of Dissatisfied Citizens (ANO), is composed of infrastructure projects. Including EU funds for supporting investments, among other sources, the energy transformation is set to strengthen the Czech position in negotiations on the EU financial perspective for 2021 to 2027. The implementation of NIP projects, such as the development of road connections with Poland, will strengthen the regional infrastructure network.

Główną część planu, który ma m.in. przynosić wizerunkowe korzyści rządzącej Akcji Niezadowolonych Obywateli (ANO), stanowią projekty infrastrukturalne. Uwzględnienie w projekcie funduszy unijnych przeznaczonych na inwestycje wspierające m.in. transformację energetyczną ma wzmocnić pozycję Czech w negocjacjach nad perspektywą finansową UE na lata 2021–2027. Realizacja projektów NPI, takich jak rozbudowa połączeń drogowych z Polską, wzmocni regionalną sieć infrastrukturalną.

Development assistance and new trade agreements will be the main instruments. However, the short time to develop them before leaving the EU’s common market at the end of this year and growing competition from China, Turkey, Russia, and others on the continent have strengthened the negotiating position of African countries. The UK will be a serious trade rival to the EU, especially in the import of African products.

Zagraniczna obecność wojskowa w Iraku w świetle rywalizacji Iran–USA

Irak pozostaje obszarem rywalizacji USA i Iranu. Ostatnim przejawem jej eskalacji było zabicie przez USA irańskiego generała Kasema Solejmaniego w styczniu br. w Bagdadzie. W konsekwencji iracki parlament wezwał do wycofania zagranicznych sił wojskowych. Jednak obawy przed odrodzeniem się tzw. Państwa Islamskiego (PI) i trwające od października protesty przeciw irańskim wpływom mogą odwieść rząd Iraku od spełnienia żądań parlamentu. Rozwiązaniem może być przejęcie przez misję NATO części działań Międzynarodowej Koalicji do walki z PI.

Libya Agreement’s Impact on Italy’s Migration Policy

The migration agreement concluded in 2017 between Italy and Libya helped stem the refugee and mass-migration crisis. The agreement, with minor amendments, was extended on 4 November 2019 until the end of 2021. However, its implementation has resulted in human rights violations, which is contrary to EU values and law. Italy will not quit the deal because it views it as an effective instrument for reducing irregular migration.

The Course of Changes in Mexican Foreign Policy

The left-wing government of President Andrés Manuel López Obrador wants Mexico to become the main promoter of cooperation and dialogue and a mediator in conflicts in Latin America. It has been fulfilling these goals by ostentatiously opposing interventionist foreign policy. The region’s differences over Venezuela, Central American migration to the U.S., and the Trump administration’s resulting confrontational policy towards Mexico are the main challenges to the implementation of this concept. The likely strengthening of EU cooperation with Mexico will favour the development of Polish-Mexican relations.

W tym celu ostentacyjnie sprzeciwia się interwencjonistycznej polityce zagranicznej. Rozbieżności w regionie w sprawie Wenezueli, problem migracji środkowoamerykańskich do USA oraz związana z nim konfrontacyjna polityka administracji Donalda Trumpa wobec Meksyku to najważniejsze wyzwania w realizacji tej koncepcji. Spodziewane zacieśnienie współpracy UE z Meksykiem będzie sprzyjać rozwojowi współpracy polsko-meksykańskiej.

Direction—the Balkans: Croatia’s Presidency of the Council of the European Union

At the beginning of 2020, Croatia started its first presidency of the Council of the European Union. Its main task is to coordinate work on the Multiannual Financial Framework (MFF) and the most important event of its term, the EU-Western Balkans summit in May. Croatia supports a generous cohesion policy but not maintaining the current funding under the Common Agricultural Policy (CAP). It also advocates further enlargement of the Union, strengthening environmental protection, and countering climate change.

Opowiada się także za dalszym rozszerzaniem Unii oraz wzmocnieniem ochrony środowiska i walki ze zmianami klimatycznymi.
