Summary/Abstract: A graduate of the Naval School in Flensburg-Germany (1944), the Romanian Naval School (1944) and the Special School, as head of promotion, the future captain Gheorghe Balaban (1923 - 2003) was an emblematic personality of the Romanian Navy. With the expertise of a ship's captain, instructor and renowned teacher and a remarkable managerial experience gained in leading the merchant fleet, in the early 70's he proposed a new strategy for training officers needed for the merchant navy, by setting up a Maritime Institute in Constanța. His desire was not to be realized until the early 1990s.
