Summary/Abstract: Throughout Law no. 115/2015 for the election of public local administration authorities have been amended a number of articles of the Public Administration Law no. 215/2001, republished. The essential amendment regards the procedure to be applied to the suffrage of the County Council President. In this respect, it stipulates the indirect suffrage of the County Council President by the county councillors in office, consequently, relinquishing the direct suffrage by county residents, settled by the former Law no. 67/2004 for the election of public local authorities, now repealed. In this context, we emphasise several discrepancies between some texts of Law no. 115/2015 and certain articles of Public Administration Law no. 215/2001, concerning the President of the County Council. Moreover, we discuss different theoretical and practical aspects on the subject matter of the indirect suffrage and its implications. Finally, we consider that the election of the County Council President by direct suffrage was a solution which presented certain advantages, and, therefore we assess that that type of suffrage should have been maintained by the existing legal provisions.
